Would require 2/3rds vote to pass and revoke. ------------------------------------------------------------------------------------------------------------------------------------------------------ IC: Be it enacted, Article I. 1) The Ministry of State Security (OOC: established by http://classic.particracy.net/viewbill.php?billid=461134) be reorganized and integrated into the reorganized Imperial Defence Ministry (IDM). Article II. 1) That the IDM shall be reorganized along the following lines: - The Ministry of Defence, or Imperial Defence Ministry (IDM), is the organ of government in charge of both security and defence in the Holy Luthori Empire. However, in practice, the Ministry of Defence is divided into two completely autonomous and independent branches over which it has no control whatsoever: A) The Holy Imperial Military B) The Imperial Directorate of National Security 2) The heads of both branches shall be appointed directly by the Emperor without influence. 3) Funding shall be distributed by the Ministry of Finance, or Imperial Treasury. (OOC: In practice, the Ministry of Defence has almost no responsibilities and duties other than procurement despite officially being the best funded department in the government.) Article III. 1) The Holy Imperial Military shall be reorganized along the following lines: - The Holy Imperial Military (HIM), also known as the Luthori Armed Forces, shall be one of two organizations within the Ministry of Defense, tasked with the defense of the realm, the sovereign and his interests, and protection from foreign elements. 2) The HIM shall be organizationally led by the Imperial Defense Council. - Until the restoration of the His Majesty's Privy Council, an independent committee within the HIM Department of the IDM shall exist, and be known as the Imperial Defense Council. - The Imperial Defense Council shall be headed by the Chief of the Imperial General Staff and shall also include the Vice-Chief of the Imperial General Staff, the Chief of the Admiralty, the Chief of the Air Staff and the Chief of the Army Staff. They shall coordinate strategy between the different branches of the Holy Imperial Military and suggest appointees as Chiefs of Expeditionary Forces. 3) The HIM shall be Commanded by the Chief of the Imperial General Staff, Lord High Constable. - The Lord High Constable shall be the official who applies the Emperor's supreme command of the Armed Forces in practice and is thus the de jure commander of the military. - The Lord High Constable shall be subordinate to none but the Emperor. - The Lord high Constable serves at Emperor's pleasure. - The Lord High Constable shall have the power to order the deployment of military forces. - The Lord High Constable shall have absolute command over the military and is responsible for coming up with military means to achieve the political goals that are given to him by the Emperor and the civilian government. - The Lord High Constable shall, unless otherwise designated by the Emperor hold the position of the Knight of Prime, leader and commander of the Order of the Knights of the Eternal and the Holy Order of the Knights of the Realm. 4) A Imperial General Staff shall be created and comprise of various Imperial Departments and sub-staffs to assist in the Lord High Constable and the Imperial Defense Council manage and operate the military on a day-to-day basis. Article IV. 1) The HIM shall be reorganized as follows: - His Imperial and Most Excellent Majesty's Holy Imperial Navy. A) The supreme commander of the Holy Imperial Navy, subordinate to the Chief of the Imperial General Staff (acting commander of the military, appointed by the Emperor), is the "First Sea Lord, Chief of the Admiralty." B) The Chief of the Admiralty shall lead the Admiralty, a board of the commanding officers of the Holy Imperial Navy, whose composition shall be decided by the Chief of the Admiralty. - His Imperial and Most Excellent Majesty's Holy Imperial Army: A) The supreme commander of the Holy Imperial Army, subordinate to the Chief of the Imperial General Staff (acting commander of the military, appointed by the Emperor), shall be known as the "Chief of the Army Staff." B) The Chief of the Army Staff shall lead the Army Board, a board of the commanding officers of the Holy Imperial Army, whose composition shall be decided by the Chief of the Army Staff. - His Imperial and Most Excellent Majesty's Holy Imperial Air Force: A) The supreme commander of the Holy Imperial Air Force, subordinate to the Chief of the Imperial General Staff (acting commander of the military, appointed by the Emperor), shall be known as the "Chief of the Air Staff." B) The Chief of the Air Staff shall lead the Air Force Board, a board of the commanding officers of the Holy Imperial Air Force, whose composition shall be decided by the Chief of the Air Staff. - His Imperial and Most Excellent Majesty's Holy Order of the Knights of the Realm (Special Forces of sorts) A) The supreme commander of the Holy Order of the Knights of the Realm shall be known as the "Knight of Prime," who, unless specified otherwise, will also hold the position of Chief of the Imperial Staff. B) The Knight of Prime shall be assisted in commanding and administrating the Holy Order of the Knights of the Realm by the Order of the Knights of the Eternal, the twelve most elite soldiers of the Empire and commanders of the Knights of the Realm. C) The Order of the Knights of Eternal shall be ranked as follows, excluding the Knight of Prime, in descending order of rank. 1. The Knight of Secondus 2. The Knight of Tres 3. The Knight of Quattuorus 4. The Knight of Quinqueus 5. The Knight of Sextum 6. The Knight of Septem 7. The Knight of Octum 8. The Knight of Novem 9. The Knight of Decem 10. The Knight of Undecem 11. The Knight of Duodecem (OOC: Original Bill: http://classic.particracy.net/viewbill.php?billid=298005) Article V. 1) The Imperial Directorate of National Security shall be organized along the following lines: The Imperial Directorate of National Security (IDNS) shall be reorganized as the second organization of the IDM with the objective of defending the Empire, the sovereign, and the interests of the monarch from internal threats and external threats. 2) The IDNS shall be organized into two independent branches: - Imperial Office of Foreign Intelligence - Imperial Office of Domestic Security 3) The IDNS shall be jointly headed by the Directors of Foreign Intelligence and Imperial Office of Domestic Security who have the power to designate "enemies of the Crown," a special status which strips the designee of his rights. Article VI. 1) Imperial Office of Foreign Intelligence shall have the following responsibilities: - The Imperial Office of Foreign Intelligence (IOFI) shall deal with certain external threats to the Empire. 2) The Secretary of State for Intelligence, Lord Spymaster - The Lord Spymaster shall be the leader and head of the IOFI. - The Lord Spymaster shall be responsible for espionage, surveillance, counter-terrorism and foreign security. - Along with the Lord Master-at-Arms, he head the IDNS and shall have the power to name anyone an Enemy of the Crown and thus strip him or her of their rights. - The Lord Spymaster shall have the power to delegate this power to his subordinates. - The Lord Spymaster serves at His Majesty's pleasure. 3) The IOFI shall be organized as follows: - The Special Operations Section A) The Special Operations Section (SOS) shall be the arm of the IOFI that is in charge of covert operations. - The Surveillance Section A) The Surveillance Section (SS) shall be the arm of the IOFI in charge of surveillance and espionage. Article VII. 1) Imperial Office of Domestic Security shall have the following responsibilities: The Imperial Office of Domestic Security (IODS) shall be the organization that deals with all domestic threats to the Empire on a national level. 2) The Secretary of State for Security, Lord Master-at-Arms. - The Lord Master-at-Arms shall be the leader and head of the Imperial Office of Domestic Security. - The Lord Master-at-Arms shall be responsible for the internal security of the Empire. - Along with the Lord Spymaster, he shall head the IDNS and shall have the power to name anyone an Enemy of the Crown and thus strip him or her of their rights. - The Lord Master-at-Arms shall have the power to delegate this power to his subordinates. - The Lord Master-at-Arms serves at His Majesty's pleasure. 3) The IODS shall be organized as follows: - The Imperial Military Police A) The Imperial Military Police (IMP), or simply Military Police, shall the uniformed branch of the IODS. B) The Military Police shall be stationed throughout the Empire and shall be tasked, along with the various lawmen and local police agencies, to maintain order in the Empire. - The Royal Constabulary A) The Royal Constabulary (RC) shall be both the IODS's national security and political security branch. B) The RC shall actively engage in surveillance of un-Luthorian elements, suspected traitors and heretics, in addition to counter-terrorism and counter-intelligence activities. - The Imperial Recon Section A) The Imperial Recon Section (IRS) shall be the civilian branch of the IODS dealing with crimes nationwide. B) It shall maintain a very substantial intelligence and counterintelligence operations in all fields. C) The IRS shall also deal with cyber-crime. Article VIII. 1)The following shall be independent sub-branches within the IODS for administrative purposes and funding. -Luthorian Guard of Honour A)The Luthorian Guard of Honour (LGH) shall officially be the personal guards of the House of Adlerberg, with the exception of the Emperor and Imperial Family. B) The LGH shall continue to serve as the official guards of Adlerberg Castle all year round and will accompany the family members of the House of Adlerberg on their travels to ensure their safety. -The Household Guard A) The Household Guard (HG) is responsible for the protection of the sovereign and of the Imperial family. B) Although technically part of the Imperial Office of Domestic Security, the HG shall answer only to the Emperor. C) The HG shall accompany the Emperor on foreign trips. D) The HG shall serve as the official guards of the Imperial Court and Imperial Estates. |
