Be it enacted,

- The following changes are to take place over the next five years.
- The government shall expand the state funded higher education system to include both vocational schools and colleges, while continuing to maintain the the statewide university system.
- The government shall no longer subsidize the tuition of every student who attends a higher educational institution, whether it be private or public. This does not affect scholarship programs.
- The government shall continue to subsidize the tuition of students deemed to be from families classified as low-income or poor for both public and private institutions. These will not be considered loans, and therefore will not require the students to repay the government after graduation. However, receiving a subsidy will be conditional on the student performing well academic and keeping a clean academic and criminal record while attending school.

MessageMr. Speaker,

Why should the children of the wealthy, whether they be of the nobility or of the commoners, be subsidized by the government for their higher education? This is a waste of public money that can be better applied to other areas of our budget. Luthori should continue to help those that desire a higher degree, but lack the means to do so. However, it should not help those that have the ability to obtain what they seek by their own means.

We support but feel that the middle class benefits the most for fully subsidized tuition. As they generally don't meet the qualifications to be considered low income, which results in them getting no support under the new proposal.
