WHEREAS:

- The current regulations governing the sale of arms and military equipment abroad allows for any and sales to proceed unchecked and unverified

- Current arms exports and sales occur in a modest capacity, but with unverified effects and conclusions

- The Socialist Republic of Likatonia stands against given any terror organization, aggressive nation, or potential threat access to weapons and equipment otherwise difficult to attain

THEREFORE, THE SENATE AFFIRMS THAT

1. All arms sales will be examined on a case-by-case basis depending on the following standards:

1a. Any sale to an ally of Likatonia will be deemed a Class A sale and allowed through expedited channels, and only a minimal background check of the purchaser and the intended uses

1b. Any sale to a neutral nation of Likatonia with no known terrorist organization will be deemed a Class B sale and put through proper scrutiny, including but not limited to: a background check on the nation's current military, a reference check with all Likatonian allies, a statement of purpose signed by the head of state of the purchasing nation, and a conversation between Likatonian Minister of Foreign Affairs and the representative from the purchaser who must be either the Minister of Foreign Affairs, Minister of Defense, or Head of State.

1c. Any sale to a neutral nation of Likatonia with a known terrorist organization(s) will be deemed a Class C sale and put through rigorous scrutiny, including but not limited to: a background check on the military, current ruling political party, opposition parties, a reference check with both Likatonian allies and neighbouring nations to the purchaser, an in person visit and inspection of security by the Ministry of Defense and Ministry of Foreign Affairs, a signed statement of purpose by the purchaser head of state, and a thorough threat analysis of the known terrorist organization.

1d. Any sale to a party within a nation at war with Likatonia or an ally will be deemed a Class D sale. These sales will be solely allowed to parties that oppose the current administration at war with Likatonia and its allies. A background check of every important party member, along with an in person inspection and meeting with members of the Likatonian Intelligence Agency and Ministry of Defense, and a signed and sworn statement of purpose by the Party Leader, will be required before consideration.

On behalf of the LUP, I'd like to open the discussion on this legislation. Although I think its merits stand for itself, I am going give 2 months of debate on the subject before moving for a vote at the start of October 4008.
