Bill: Cabinet Ammednemt- needs 2/3 majority to pass

Details

Submitted by[?]: Republican Party

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: May 4012

Description[?]:

The Cabinet shall represent a smaller version of the Senate. The % of seats the party has shall be the % of cabinet positions the party has. If there is a decimal greater than or equal 0.5 then the number shall be rounded up to the nearest whole number. If the number is less than 0.5 the cabinet positions shall be rounded down. The party priority list is based on the amount of seats. This means some parties with minor seats may get less then their allotted cabinet seats or none at all even with senate seats. If all the parties with senate seats have been allocated a cabinet position the party with the most votes in the most previous legislative election shall be given. In the event of a tie the state elections shall be used meaning if a party did not run a candidate that party would loose the tie breaker. The final tiebreaker if both are exactly equal is alphabetical order with closest to a on even years and closest to z on odd years. If there are extra positions after EACH party has at least 1 position the party with the most seats shall get an additional one and the list shall go down based on seats in the senate starting with the most. ONLY PARTIES WITH SEATS IN THE SENATE SHALL BE ABLE TO GET EXTRA POSITIONS ONCE ALL THE PARTIES ARE GIVEN AT LEAST ONE SEAT. Parties with no seats are given 1 seat before the additional allocation. In the event a party with the cabinet seats goes inactive then the Cabinet positions shall be redistributed to the party that has 0 cabinet seats but has the most senate seats. If no party has senate seats then the previous election legislative total vote shall be used. If this is tied the head of state election. A final tiebreaker is closest to A on even years and closest to z on odd years. All the seats are filled by the non-cabinet parties with 1 seat given to each party regardless of actual senate seats. The Majoirty senate seat party shall get extra and the priority list if all parties have at least 1 seat. The party shall get to choose which cabinet seats it wants first based on the selection available when their priority is given to them. If a party is given seats after allocation for leftover after each party has at least 1 cabinet position they cannot choose the bonus position until all the parties on the priority list before them can choose.
EXCEPTION: For a party to capture all cabinet seats THE PARTY MUST CONTROL ALL SENATE SEATS even if the rounding gives them all the cabinet positions. In this case the party with the second most seats must be given 1 POSTION EVEN IF THEY ONLY HAVE 1/750 SEATS.

A current allocation would look like this: (Party name-Senate seat%-raw cabinet seats-rounded seats)
1. Republican Party-49.46%-5.94 raw seats- 6 seats
2. United Socialists Resistance (USR)- 26.4%-3.168 raw seats- 3 seats
3. Democratic Pirate Party-13.73%-1.648 raw seats- 2 seats
4. Free of Solentia- 10.4%-1.248 raw seats- 1 seat

Waiting list- if party goes inactive (party-senate seat)
1. Socialist Equality Party- 0
2. National Fredom and Democracy Party-0
3. Jc23 Party- 0
4. Agame Party-0
5. Republican Party- 371
6. United Socialist Resistance- 198
7. Democratic Pirate Party- 103
8. Free of Solentia- 78.
