Description[?]:
1. All class 2 citizens or minority citizens (as defined in Non-Yeudish segregation act and the segregation rights act) within the borders of Beiteynu shall become citizens of the city of Tel Bidzhan. 2. The new international state of Tel Bidzhan shall be established within the city limits of the current city of Tel Bidzhan and will be recognaized immidiately by Beiteynu. 2.1 The citizens of the city of Tel Bidzhan shall become citizens of the new int. state of Tel Bidzhan. 2.2 Those citizens shall lose their citizenship of Beiteynu. 3. The head of state of Tel Bidzahn shall be appointed by the head of state of Beiteynu after and internal slection process in Tel Bidzhan. The state of Tel Bidzhan shall also have no own army or defence structure as well as no own intelligence agency. 4. The citizens of Tel Bidzhan need the current national minority id card, as described in the "National Minority card" law as well as a visa in order to stay in Beiteynu. The violation of this rule shall be punishable by 10 year of labour camp. 4.1 The visa shall be given only to ensure cheap labour for the industry of Beiteynu. 4.2 The visa as well as the card are required for any time spawn. 5. All laws regarding the discrimination of class 2 citizens shall remain in effect for the citizens of Tel Bidzhan within the border of Beiteynu as well as in the new state of Tel Bidzhan. 5.1 Generally, the citizens of Tel Bidzhan shall have no rights when illegally in the country of Beiteynu. 6. Along the border with the new state there shall be the same border fence at the border to Pontesi and Barmenia. The use of deadly force shall be allowed and encouraged. 7. The state of Tel Bidzhan shall only undertake diplomatic relations or actions after approval from the minister of foreign affairs of Beiteynu. 8. This is a constituional amendment and has to be passed by a 2/3.majority and can only be changed or ablolished by a 2/3-majority. |
