| Il Partito Socioliberale Italiano si presenta sulla scena politica Istaliana con l'obbiettivo di abbattere l'attuale metodo di assegnazione e riconoscimento della cittadinanza che vede l'Istalia obbligare i suoi stessi cittadini a sottoporsi ad un esame per poter essere riconosciuto come "cittadino". L'Istalia, guidata da partiti di ispirazione chiaramente antidemocratica e con idee elitarie ed esclusive, ha in questo modo tradito la stessa costituzione che garantisce al popolo la sovranità e che dichiara l'Istalia una repubblica Democratica. La cittadinanza non è qualcosa che riguarda soltanto il diritto di esprimere un voto, la cittadinanza permette alla persona investita della stessa di poter godere dei diritti civili e politici nonché sociali che la Repubblica, secondo la legislazione, si è impegnata a garantire. La cittadinanza riconosce al cittadino tutti quei diritti che corrispondono ad un obbligo di non fare da parte dei Pubblici Poteri e che rappresentano, quindi, una limitazione del loro potere. La cittadinanza garantisce al cittadino, come parte del Popolo Sovrano, il suo diritto a partecipare al governo della Nazione e quindi ad indirizzarne le politiche. La cittadinanza dunque riconosce al cittadino il diritto di usufruire dei servizi sociali a lui dedicati dallo Stato. Ma non si tratta solo di una questione etica, ma anche molto più materiale, ovvero: lo Stato si arroga il diritto di decidere chi, tramite la creazione e l'impostazione dell'esame, può partecipare alla vita pubblica della Nazione, ma allora perché demanda a tutto il Popolo di concorrere alle spese relative il suo mantenimento? Il suffragio universale è stata una delle più grandi conquiste dell'umanità durante il lungo cammino verso la Democrazia, una conquista che garantisce a tutti i cittadini eguali diritti e doveri e non può essere un test a decretare chi è "valido" e chi no. Su cosa basarsi per stilare un simile esame? Conoscenze di Storia? Di Filosofia? Conoscenze civiche? Quando presentare un simile esame? Prima di ogni elezione? Non appena raggiunta la maggiore età? E perché in questo modo dovrebbe avvantaggiare chi ha potuto studiare e chi ha avuto tempo, per approfondire determinati campi della conoscenza umana o per aggiornarsi? A scapito di chi andrebbe? Di chi deve preoccuparsi di incombenze ben più materiali, realtà di molti cittadini che lavorano comunque alacremente e che pagano le imposte dovute. Vorrei ricordare come la mancanza di rappresentatività e di diritti a fronte di richiesta di tributi e di doveri ha contribuito alla nascita di una nuova intera nazione in passato, ha fatto tremare interi imperi. Dunque, il Partito Socioliberale Istaliano, per garantire il rispetto della Costituzione, Costituzione che sottolineiamo fin da ora che necessita di revisione ed profonde specificazioni (soprattutto in fatto di Diritti e Doveri dei Cittadini), e per garantire eguali diritti e doveri ai cittadini Istaliani, propone l'abbandono di un sistema solo apparentemente meritocratico ma in realtà assai arbitrario ed ingiusto di assegnazione di diritti civili, sociali ma soprattutto politici a favore di un riconoscimento della cittadinanza a tutti i cittadini secondo il principio dello ius sanguinis. The Istalian Socioliberal Party presents itself on the Istaliana political scene with the aim of breaking down the current assigment and recognition methods of the citizenship that sees Istalia compel its citizens to undergo an examination in order to be recognized as a "citizen." The Istalia, led by parties clearly inspired by antidemocratic and elitist ideas, has in this way betrayed the constitution that guarantees the people's sovereignty and declaring the Istalia a Democratic Republic. Citizenship is not something that concerns only the right to cast a vote, citizenship allows the citizens to be able to enjoy civil and political rights and social rights too that the Republic, under the law, is committed to ensuring. Citizenship recognizes to citizens all those rights that represent a limitation for the Public Powers. The citizenship guarantees to the citizen, as part of the sovereign people, their right to participate in the government of the nation and then to determine its policies. Citizenship thus recognizes to the citizen the right to benefit of the social welfare services dedicated to him by the State. But this is not just an ethical question, but also much more material: the State have the right to decide who, by creating and setting the examination, can participate in the public life of the nation, but why defers to the whole People to contributing to the costs of its maintenance? Universal suffrage was one of the greatest achievements of humanity on the long road to democracy, an achievement that guarantees all citizens equal rights and duties and can not be a test to declare who is "valid" and who is not. What is the prenciples to draw up such a exam? History knowledge? Philosophy? Civic knowledge? When presenting such an exam? Before every election? As soon as they come of age? And why only those who have been able to study and who has had time to study certain fields of human knowledge are able to do this exam? And who are the excluded? Those who has to worry about chores much more materials, the reality of many citizens who work hard and witch pay the taxes due. I would like to remember that the lack of representation and rights in respect of taxes and duties demand has contributed to the birth of a new nation in the past, it shooked whole empires. Therefore, the Istalian Socioliberal Party, to ensure the respect for the Constitution, Constitution which we emphasize right now that needs to be reviewed and of profound specifications (especially in terms of Rights and Duties of Citizens), and to ensure equal rights and duties to all the Istalian citizens, proposes the abandonment of an apparently meritocratic system, in reality an arbitrary and unjust sistem of assignment of civil, social and especially politic rights, in favor of recognition of citizenship to all citizens according to the principle of jus sanguinis. |
