OOC: Will continue fill in as I write the sections. I have bits and pieces written for most, but trying to ensure it is written for any future contingencies (keeping there from being future contradictions due to changes) is not the easiest task in the world. Yes, I have charts that explain much of this in a much simpler format than this. I am still fuzzy on how exactly the Church would be involved (if at all on the Privy Council) it has traditionally not had a position, but that could change.

1.2.1: SUMMARY
The Imperial Offices of the State are the executive Ministries and Departments that comprise the Imperial Level of Government within the Empire. Led by the Imperial Officers of the State, some of these positions are appointed by the Emperor directly to their post without any restrictions or input by the Imperial Diet. Others have special conditions on their appointment process or possible candidates.

1.2.2: OFFICES OF THE STATE
The Imperial Officers of the State shall, where appropriate, head their own government ministries/agencies separate and not under the control of the national cabinets, but funded through the same budgets.

1.2.2.1: PRIME MINISTER
SUMMARY
The Imperial Prime Minister of the Holy Luthori Empire (hereinafter the Prime Minister) serves as the de facto Head of Government for the Holy Luthori Empire for the Imperial Level of Government. Serving at the pleasure of the Emperor, he is the Emperor's chief adviser, and carries the authority of the Emperor in all Imperial matters when the Emperor is not present. He is the Head of the Imperial Diet for matters that pertain to the Imperial level of Government, and is the highest-ranking official in the Empire.

- The Prime Minister shall be nominated by the Emperor to the Imperial Diet, for a confirmation vote requiring the approval of an overall majority of the body.
- The Emperor may choose any citizen of the Empire to serve as his Prime Minister, as long as they a deemed qualified approved by the Imperial Diet to hold the position.
-If the Emperor does not select a candidate, it is assumed that the Office resides with the Emperor, who will be directly carrying out the duties and responsibilities of designated to the premiership.
-The Imperial Diet may submit a list of plausible candidates to the Emperor, if such a request is made of the Imperial Diet.
- Once appointed, the Prime Minister shall serve at the pleasure of the Emperor, and may be dismissed by him for any reason.

1.3: THE GREAT OFFICES OF THE CROWN & THE PRIVY COUNCIL OF THE HOLY LUTHORI EMPIRE
1.3.1: SUMMARY
His Imperial & Most Excellent Majesty's Privy Council (hereinafter the Privy Council) is, in essence, the “cabinet” of the Imperial Level of Government, making it, in effect, the chief organ of the Empire’s executive branch of government. Comprised of the Great Offices of the Crown (hereinafter Offices of the Crown), the Privy Council is an advisory council to the Emperor, with little to no power in and of itself; its members deriving their power instead, from either their personal influence or their positions in either the National or Imperial levels of government. Nevertheless, having the ability to influence the Emperor and provide “Orders of Council,” provides the Privy Council a significant degree of influence over the Empire.

1.3.2: OFFICES OF THE CROWN
The following positions shall be filled by the specified Officers of either the National or Imperial levels of government. They shall fulfill the duties mandated by each position in addition to the other responsibilities and mandates required of them by the offices they hold in either the National or Imperial levels of government.

1.3.2.1: LORD PRESIDENT OF THE PRIVY COUNCIL
SUMMARY
The Lord President of the Privy Council (hereinafter the President of the Council) is the highest ranking member on the Privy Council, besides the Emperor, and serves as the chairman of the Council when the Emperor is not in attendance or is simply presiding over the Council's session. By tradition, the office is bestowed upon the same individual who holds the Imperial State Office of the Prime Minister; however, if there is no Prime Minister the Emperor may appoint someone else to serve in the position, or if the Emperor desires to chair the Privy Council personally instead of only presiding over, then he himself may hold the position. This office, like other Offices of the Crown, carries little to no powers outside those within the Privy Council itself.

1.3.3: DUTIES OF THE PRIVY COUNCIL

SUBSECTION 2: THE LEGISLATIVE
2.1: THE IMPERIAL DIET
[Will expand upon:
- The legislature of the Imperial Government shall be the Imperial Diet. The Prime Minister or the Imperial Seal Bearer may introduce legislation to the Imperial Diet that pertains to the governing of the entire empire.
- Additionally, any party may submit a proposal to the Prime Minister of Imperial Seal-Bearer, which may later be submitted by either Officer to the Diet for consideration.
- All legislation pertaining to the empire will state it in its title and first line of the bill, before specifying whether it will require a majority or two-thirds vote for approval and revocation.
- All legislation pertaining to the empire as a whole that is passed by the Imperial Diet shall require the Emperor’s consent.
- Unless stated otherwise, such consent is assumed to be granted if either the Prime Minister or the Imperial Seal-Bearer proposes the legislation, as the Privy Council will have first vetted such legislation.
- These laws shall be maintained in the Imperial Archives and form the basis of the Holy Luthori Empire's "Unwritten" Imperial Constitution.]

SUBSECTION 3: THE JUDICIAL
[Will expand upon:
A) The Juridical system of the Imperial Government shall consist of the same judiciary court system that exist within the Holy Luthori Empire's Homeland, but shall leave organization of the court system to the homeland's national level government.
B) Lands under the jurisdiction of the Empire that fall outside the control of the Homeland's national government shall follow the same judicial system but with one more type of court before the Central Court known as the High Court. The High Court acts as the local Supreme Court, however, cases can be brought to the Imperial Supreme court if it will accept the case.
-This does not apply for countries held in Personal Union, or in any lands where, by treaty, the Holy Luthori Empire is deemed to have special administrative rights or jurisdiction and it is not specifically specified that this is possible.
C) The Imperial Supreme Court shall be the highest authority in the Empire when it comes to the law.
-The Imperial Supreme Court shall be headed by the Minister of Justice, who leads a panel of 8 others judges (meaning a total of 9) in the court. The Minister of Justice is declared by the national cabinet of the Empire, with the other Judges being appointed by the parties of the Diet proportionally to the number of seats they have.]
