Old value:: Everyone may keep endangered animals, but the trade in, and the ownership of, endangered animals is strictly regulated by the government to prevent their extinction in the wild.
Current: Only zoos or zoological institutions are allowed to keep endangered animals; all other forms of keeping or trading in endangered animals are forbidden.

| Message | Private ownership prevents extinction. If animals are thought of as common property, people WILL hunt them and sell valuable parts of them, because hte benefit from it is greater than the risk of getting caught. This reinforces itself, since, as the animal becomes more scarce, they are even more valuable and thus people will risk it even more. If the animals are privately owned, then the private owners will obviously want to protect their investment, so they will keep the animals breeding at a sustainable rate. |
