Given the approval of the prostitution market reform, the ISP, now the Government, presents to the Parliamente a Consolidated Law for the regulation of the prostitution.
As announced during the vote of the reform, the new market and those who will exercise the prostitution (now called the "profession" and "professional") shall be governed by the following rules:
1. Every citizen who wants to practice the profession will have to:
   1a - be of age.
   1b - have a regular license issued by the government.
   1c - register itself on the national register that it will be institute.
   1d - present health certificate after a work medical examination.
   1e - adopt vat number.
2. Those who practice the profession during the exercise period will:
   2a - keep records for tax purposes of each provision stating the date, time, duration of the prestation, the cost of the prestation and the applied sales tax (equivalent to those applied to luxury goods), issuing copies to the customer in the form of invoice, which it may be requested by the Law Enforcement Authority in case of control.
   2b - have regular and periodic medical examinations and analysis
   2c - comply with sanitary standards in the workplace.
   2d - offer customers appropriate services related to hygiene and health protection.
   2e - advertise clearly the services offered prior to the provision ensuring that the client has understood and is consentient.
   2f - it is forbidden to practice their profession with a minor under 18 years old and anyone who is not in possession of the full power of consent.
2. It is forbidden for anyone to recruit a person in order to make them practice the profession, of course as a form of exploitation but also in mutual agreement between the parties.
3. is given the option to two or more professionals to join together to pursue the activity in a common structure.
  3a - members, in the exercise of the profession, will have to respect the provisions of Article 2 and paragraph.
  3b - members will have to exercise on an equal footing and therefore in absence of any form of subordination between the memers.
  3c - members can support a common fund for the sole purposes stated at the time of the association falling within the mutual support for operating costs and routine maintenance of the common location where they practice. Any increase of that fund dedicated to the execution of extraordinary maintenance, related to advertising in common activity, purchase of supplies and everyday items, will be advertised bringing investment entity as well as a guide to all expenditures.
  3d - members will continue to be subjected individually to the fiscal imposition on professional activity but each member will be subject to a tax at a rate greater than those working individually, because of the economies derived from common activity (shared utilities, advertising in common, division of maintenance costs, possible equipment to share - subject to the healthcare system of medical equipment).
4. it is forbidden to practice their profession in premises located within apartment buildings or in purely residential areas.
5. the presence of a local used for prostitution should be made subject of publicity.
6. authorized is the exercise of the profession without a fixed place (escorts). They are subject to the regulations set out above.
7. the professionals will be subject to regular tax audits to counter any evasion phenomenon and / or money laundering.
8. it is forbidden to present themself in public places explicitly publicizing its activities and its intent to seek customers, except for night clubs and possible zone in public areas whose establishment and operation will be submitted to local governments but they will be under surveillance of the Law enforcement authority to ensure order and security.
