| Parliament of the Republic, Our nation currently faces the threat of terrorism. As is widely known, 30 February 4039 marked the day of the gravest attack on our Republic's soil in peacetime. The actions of the savage People's Brigades cost the lives of 64 citizens of our nation -- now is the time for the Government and Parliament of the Republic to show that they are ready to aid the people when it needs them the most. I call upon all Deputies and Senators to approve the passage of this Enabling Act, which shall grant the President of the Republic the powers necessary to tackle the challenges facing our homeland. - Antonio Battisti, President of the Republic OOC: If this bill passes, we could have a roleplay referendum on the Enabling Act in 4039. Regardless we could work on RP surrounding the People's Brigades, which I've planned to serve as a long-term communist terrorist group in Istalia, based on the Italian Red Brigades in real life. I think this could add an extra layer to roleplay here, and I'd gladly write some Particracy Wiki articles on it. The 4039 referendum on the Enabling Act would pass, and consolidate the authoritarian profile of Antonio Battisti, showing his increasingly Hitlerite colors. Anyway, in the 4040 election, I'm asking for support from both of you for Antonio Battisti's fourth term, during which he could be assassinated by the Brigades or something? Of course that's still open. I'd also like to propose a three-party grand coalition for 4040-4044. This RP event could serve as the "grand finale" of the PDS's semi-authoritarian influence since 4028, and normalize party politics in Istalia afterwards; for instance, an ISP-AdCD would be more natural than a coalition between either of them and PDS, which has been the case for some time. In other words, if you endorse Battisti, the PDS could slip back into being more a normal party after the 4040 election onwards, and less a wannabe-dictatorial party. To summarize, I'm asking for unanimous support for Battisti's fourth term, after which other parties could have more of a go on, say, the presidency. Should you both support, I'll move this to a vote in early 4039. :) |

| Message | Facing the circumstances that we as a nation do today, we believe that this course of action could potentially be effective in combating the forces of terror and violence. In any case, something must be done, and it must be done soon. OOC: I really like the idea of the People's Brigades as a roleplay device. Regarding the proposal, the AdCD seem natural enablers, well-intentioned but so committed to security and stability that they would play right into the hands of a powerful authoritarian figure like Battisti, They would see it as a duty to back the government in a time of crisis and would steadfastly support the creation of a National Unity Government in 4040. I guess we'll see where it goes from there. |

| Message | The whole nation can not be terrorized by these insurgent groups and the government has an obligation to do everything possible to ensure the safety of citizens. The ISP approves the assignment of Emergency Powers to the Head of State to address this very serious threat but the ISP will supervises closely the work of the HoS so that emergency powers are only and exclusively used to face up to the People's Brigades. OOC: It's a great idea this event to liven up the game. I guess the bill to assign the emergency powers will be marked by a series of security measures that will restrict the civil liberties of citizens and deliver more power to the law enforcement. Maybe we can proceed in two stages: a first act "lighter" and then, after the attack, a stronger measure (maybe proposed by the AdCD) which will remain in place until emergency definitive resolution supported by all three parties. |

| Message | OOC: Alright, great! I'll be busy all day, but tomorrow I'll start on the Wiki -- feel free to join in if you want. Then we can kickstart this come election time. And good idea, that this could have effects on actual legislation: we could even go as far as to push constitutional amendments to (temporarily, of course) abolish the prime minister's office, with his powers transferred to Battisti in a hyper-centralized manner. Like AdCD said, we'll see what happens. :) |

| Message | OCC: good idea. we can procede in this way: after the elections, the leader of the party with the majority create a government of national unity but the HoG bears personally the operation to capture the attackers and stop the brigades. After some months comes a new attack and the HoG resigned. The three parties can not agree on a new government and Battisti intends to take on additional powers to guide the government in this crisis (constitutional reform). |

| Message | OOC: what do you think of this step: FIRST PHASE (election - HoG of the major party): All citizens are issued with identity cards and are required to carry theme at all times. A civilian police force is in place, backed up by the military. Police officers may only carry standard firearms apart from specially trained firearms units. The police cannot search a person or their property without their consent unless the police have obtained a warrant from a court or have reasonable grounds to suspect that a crime was committed. SECOND PHASE (Battisti assumes special powers): The Head of State is also Head of Government. All judgements are final and binding appealing against them is not possible. The death penalty is not applied, except for terrorism, treason and crimes against mankind. DNA from persons accused or convicted for a crime is recorded. There are laws against the publication of false information, hate speech, and subversive anti-government material. Individuals are not permitted to own firearms under any circumstances. The confidentiality of letters is inviolable, but the justice dept. can violate the confidentiality of letters with grounded cause. The government has the right to monitor information of individuals without letting them know. THIRD PHASE (after Battisti's death and until the end of emergency): The military acts as a de-fact police force, with powers of arrest. Police officers carry military-grade equipment. The police may arrest citizens for any reason. The police can search a person or their property without restrictions. The police patrol all property at all times. Suspects can only be tortured under grave emergencies where the information is vital. The police may disperse a group without giving any reason. |

| Message | OOC: It looks really good :D Except, I had imagined that Battisti himself would be the main drive for a more authoritarian rule, with more and more Power flowing into the presidency under his rule -- once he dies (sometime around 4042-4044 maybe), I imagine that things would actually become *less* authoritarian. While Battisti is (since all three parties will support him in the election) guaranteed to be president, the prime minister could be a more reluctant figure, possibly belonging to one of the other parties like you say. But it would essentially only be Battisti and his inner circle who seek total power. |
