| With less regulation and a proper Independent body that will determine whether or not a Paramilitary acted properly (eg attacking a Political Rally isn't proper) Paramilitary Forces can unite Communities and create a peace with the Establishment and the Revolutionary. Let these articles represent how a Paramilitary must act. Article 1) An Independent body know as the "Paramilitary Control Organisation" (later referenced as PCO) shall set up guidelines Paramilitaries must follow or face legal punishment, as in the Paramilitary attacks the Police unprovoked, or a Political rally that was peaceful. Article 2) All laws regulating paramilitaries from the past shall be abolished, to ensure no overlapping in law. |

They challenge the very fundamentals of civilization and the ability to the state to ensure the safety and security of its people and territory.
