Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

We must all support these measures to strengthen the safety of our civilian compatriots. In order to minimize squabbling and maximize effectiveness, we must reform the institutions of government. We must face the harsh realities of the 41st century and act as necessary -- in the name of the parliament and people of Istalia.

The Parliament of the Republic must be temporarily dismissed, and its duties and powers handed over to a stronger, more effective institution.

OOC: While this bill is slightly more extensive than previously expressed, it will - as we all know - only be temporary.

With the increase of the legislative term from 4 to 6 years, the next election will take place in 4046. This could be the result of Battisti repeatedly postponing elections after assuming the role of Capo Supremo and effectively becoming a dictator. This would trigger protests across Istalia. From 4044 (the date of the originally scheduled elections) onwards, the other parties could pull out of the government and join the protesters; you probably know that there is a "resign" button next to your ministers' names on your party page if you ever wish to use it for this purpose.

Amid a surge in popular discontent and mass protests, the government begins cracking down violently on any and all opposition figures. Finally, I suggest Battisti is captured/killed by the opposition in 4045, similar to the 2011 murder of Gaddafi in Libya.

New elections would be held in 4046, but with the PDS banned from participating -- though its members could run under the banner of a new party, similar to the 'Party of Democratic Socialism' replacing the authoritarian 'Socialist Unity Party' in East Germany after reunification. This would conclude the whole event, with Battisti either dead or in prison. His fate would be up to the parties that participated in the uprising, while all of the authoritarian changes in this and former bills would be reversed.

Keep in mind that this electoral system (with just 90 MPs etc.) would only apply to the 4046 election, even though the regime itself will be gone at that point. Electoral reform should subsequently take place, with 4050 being the first normal election after all of this is over, due to the re-reduction of terms to 4 years. Is it ok if I roleplay an election around 4043-4045 on the Wiki, in which only PDS is allowed to compete? This could be the main trigger for the aforementioned mass protests, perhaps in stead of just postponing of elections, which is the other main suggestion. I really, really feel like I'm excluding both of you from RP decisions, but like I emphasized before, just say if there's anything you want to do. It's just so difficult to take into account since the whole event is about one-man rule, after all.. :)

MessageThe ISP, conscious of the threat that hangs over the nation, agrees to form a national security council to guide the current state of emergency.
Prime Minister Alessandro Senna, despite the concern about these measures and a reluctance to entrust so many powers to the President Battisti, convinced by many party members and listening to the population that sees in the President a strong figure, suited to handle this emergency, faithful to the duties of the role that he has held for so long time, accepts the presidential proposals.

MessageWhile we agree with the ISP and hold significant reservations concerning certain individual articles, we recognize that times such as these demand a strong response, and the people of Istalia have placed their trust in the President by electing him. MessageOOC: I don't feel excluded at all. I actually quite like where this is headed, and I'm sorry I haven't been online these past few days. You definitely have my permission to roleplay a one-party election if you see fit; to me, it seems a more insidious act than merely postponing it. In any case, I'll try to keep up with the next few stages as they unfold.
