A bill to ensure that the Empire has a stable government that serves efficiently and effectively.

May it enacted by the Emperor with the advice and consent of the Diet.

1. A government must be formed not less than 5 months after the last election.
2. Failure to follow the 1st article will result to the dissolution of the Diet, whereas:
a. All parties need to vote for the Early Election bill.
b. An early election must be held immediately.
3. Question time must be done regularly, whereas:
a. All parties in opposition must ask the government regarding its present and future policies.
b. The government must immediately answer the question.
4. This Act may be called as the Government Reform Act.
