MessageMadam Speaker,

We find this to be an important move. If certain workers, such as firemen or police, can go on strike across Beluzia, they do not have the power of negotiation. They have the power to force whatever demands they would like. To require them to still do a minimal service means that they do not have the power to demand, but still have the power to negotiate.
