Description[?]:
In accordance with the rules laid out by Moderation, the realms and territories which currently compose the Great Empire of Mikuni-Hulstria (formerly known as "Gisoto", "Greater Hulstria" and "Hulstria and Gao-Soto" in that order), in game, shall be defined by the following: ~Brief Pre-Game History~ Mikuni-Hulstria is located in the north of the continent of Dovani, a mix-between real life America and Asia. Originally, this part of North Dovani was dominated by the powerful Empire of Gao-Soto, a federation of Gao-Showan (Asian) clans, who dominated most of the surrounding nations via a tributary system of client kings. However, settlers from the Western nations arrived and colonised Dovani. The Luthori Empire (analogous to Britain) took control of this region, despite the fact that most ordinary settlers were from Dundorf (analogous to Germany). The colonists named the new colonies Hulstria. Think of it as similar to British rule in Quebec. Eventually, the Dundorfian settlers launched a revolution against Luthori, and achieved independence. Thus, it's important to understand that for most of the history of the region, there has been two nations - Hulstria and Gao-Soto. Now they are united. ~A brief primer on in-game history~ However, after a brief experiment with Republicanism, Communism and other ideologies a monarchist, conservative hegemony was established - and "Greater Hulstria" became a Imperialist, constitutional monarchy very similar and very friendly to it's former Luthori overlords. A system of Apartheid was implemented between Gao-Showans and Hulstrians, and though it was eventually abolished it created much ill-feelings. Much of the Hulstrian era is characterised by stability and the apparent dominance of the white male Reich-Hulstrian and Luthoro-Hulstrian elite. However, inequalities and cultural tension left over from the era of Apartheid, linked with a general rise in Gao-Showan and Dovani nationalism and anti-Imperialism, lead to the rise of Gao-Showan nationalist parties who demanded autonomy. This movement was highly influenced by the ideology of Zen-Socialism. Though the First Wave of Gao-Showan nationalism failed, the second wave succeeded and established a Dual-Monarchy. However, the nascent new state of "Hulstria and Gao-Soto" was overthrown by the National Bolsheviks, the most infamous tyrants in the nations history - who sought to create unity between the two cultures via totalitarianism. This regime was called the North Dovani Union. The North Dovani Union soon alienated the public, and a united opposition known as the 15th of September Movement led a peaceful revolution known as the September Revolution. The Dual-Monarchy was reestablished, and successfully continued for centuries. This era is known as the Septemberist era. This time was defined by a vibrant democratic life and peaceful-coexistence. However, in those long centuries many deep cultural and social changes occurred - and before long the old establishment grew stagnant and vanished quietly from history. No longer clearly differentiated, due to racial intermixing and cultural exchange, Hulstrians and Gao-Showans no longer existed as separate nations - having merged into a single, shared culture that bore little resemblance to the original colonial settlers or the Empire of Gao-Soto. Now, most of the nation speaks a language known as Hulstro-Mikun, a offshore of Dundorfian with a strong Gao-Showan influence. The increasing apathy of the democratic elements in nation life, as well as the increasing decline in the former royal houses, lead to a situation where a few determined individuals could easily change the world. These people were the House of Yukio-Labsburg, or the Hausu Yūkīō Rabuzubāgu in Hulstro-Mikun, who rallied a fanatical following and used it to usurp both the thrones of Hulstria and Gao-Soto. Empress Yukio-Labsburg Mizuki, a charismatic descendent of exiled Sekowan royalty, established herself as a Absolute-Monarch and enforced a new system of Neo-Feudalism against virtually no opposition. Under the rule of the Yukio-Labsburgs, many cultural changes that had been going on slowly and virtually unnoticed during the Septemberist period were acknowledged publicly and accelerated by a new cultural policy. A "Hulstro-Showan" identity was promoted officially, and Hulstro-Mikun was introduced as the official language in place of "proper" Dundorfian. ~Ethnicities/Nationalities~ Mittel-Hulstrians - The generally proletarian/middle class population of the regions of Budenlar and Kuratha. Hulstro-Mikun speaking, but predominantly Western in genetic stock. Volk-Hulstrians - Hulstrians who predominately live on the western frontiers, and have a South African/Rhodesian mentality. Don't speak Hulstro-Mikun at home, multilingual by necessity in order to communicate with the natives. Servant owning, plantation style culture. Not listed below, since they dwell almost entirely in the colonies. Luthoro-Hulstrians - Aristocratic blue bloods who are descended from the original Luthori colonial elite. Small in number, but conspicuous by their wealth and connections. I feel the close connection between Luthori and Hulstria contrasts very strongly with the relationship between Revolutionary America and the British Empire, so I don't imagine that there was a mass exodus of Loyalists in a similar fashion as to what happened in America. Reich-Hulstrians - "Pure" Hulstrians, a dying breed. The native Dundorfische speaking elite, proudly descended from the leaders of the original war of independence. Predominantly based in Hulstria proper. Hulstro-Showans - Originally lower class Dundorfic settlers who ended up so far down the button of Hulstria's class system they ended up living alongside the Gao-Showan peasantry, these are people who have been intermarrying and living with Gao-Showans for so long that they ceased to be "mix-race" and became a community in their own right. They are the source of the Hulstro-Mikun language, which has traditionally been seen as vulgar slang or a inferior dialect. Traditionally proletarian and/or rural, the Hulstro-Showans have gradually come into the mainstream over the long centuries. Gisoten - Fully Hulstrised Gao-Showans, and converts to Hosianism (these two traits are, naturally, connected). Predominately middle-class, militaristic and highly royalist community. Kunihito - The pure, "city-dweller" Gao-Showans. These are the dominant elite in the eastern half of the country. Speaks proper Kunikata, formerly the secondary group in the dual-Monarchy. Gao-Draddwyr - Refugees from the "Welsh Genocide" who assimilated into Kunihito culture. Small, amish-like minority in the Empire proper. However, in the colonies larger tribes exist with a small inkling of national consciousness. Speak the Gao-Draddwyr language. Gao-Majatran - Starting from the reign of Mizuki the First, the Empire has recruited a elite warrior caste from tribes of the Majatran continent who served as the personal army of Princess Borussia, who then were ennobled in the reign of Emperor Jofari. "Gao-Majatrans" or "Jelbo-Mikuns", as they are now called, have created their own disctintive communities and traditions, mainly focused around military service and the Imperial Court. Their religious identity is largely ambiguous, as Tenshism welcomes syncretism yet Ahmadism largely rejects it, resulting in some converting to or adopting Tenshist customs (many Mamuryūken pray to Tenshist angels associated with war and associate Ahmad with Bīdār) and others attempting to maintain a very private but extremely strict Ahmadi lifestyle they consider entirely compatible with their everyday life of service to a Tenshist nation. Mikuni-Sekowan - Also known as "North Sekowans" or "Sekowan émigrés", the Mikuni-Sekowans originally hail from the southern Gao-Showan nation of Sekowo. When Gao-Soto was reestablished at the beginning of the Dual-Monarchy, the original Kunihito aristocracy had long since gone extinct. Therefore, Sekowan noble families were invited north to serve as the restored Empire's new nobility. The most famous of these families are the Okatori Clan, who were made Emperors of Gao-Soto, and the House of Yukio-Labsburg who usurped them. Both the Yukio-Labsburgs and the Okatori have claims on the throne of Sekowo, both families having held the throne of Sekowo at some time in the past. -Percentages of the Population- Hulstro-Showans - 39% Kunihito - 20% Mittel-Hulstrians - 13% Reich-Hulstrians - 10% Gisoten - 5% Mikuni-Sekowan - 4% Gao-Draddwyr 3% Luthoro-Hulstrians - 2% Gao-Majatrans - 1% Other - 3% *Please note, these numbers, while not stagnate, should not fluctuate wildly. Large demographic changes should only occur with an extensive RP, and consent of all involved. **These numbers only apply for the territory of Hulstria & Gao-Soto proper, not counting Ostland and the colonies ~Religions~ Tenshism - Tenhism, Engelismus or Tenshizumu (literally "Angelism"), is the syncratic state religion of Mikuni-Hulstria, also referred to as the Kaisākaruto or the Imperial Cult. Tenshism is principally a form of syncratism between Hosianism, Cheng-Daenism and Kamism - held together by a core belief in the Divine Right of Emperors. While nominally acknowledging the existence of the monothestic Qedarite God, Tenshism recieved it's name for its passionate worship of Angels and Saints as a pantheon of lesser deities alongside the supreme God. Tenshism is also notable for claiming that the prophets of the Qedarite religions, such as Eliyahu, Ahmad and Ariel were in fact all reincarnations of Bahram Bidar - and for it's dogmatic belief that the Emperors of Mikuni are living Gods. Tenshism is highly mystical - and consists of many public and secert cults, all dedicated to the worship of different Saints and Angels. Though once a disorganised fringe, it was organised into a established state church by the House Yukio-Labsburg, and is known as the Evangelical Catholic Church of the Orient or simply the Imperial Church. Decades of Yukio-Labsburg rule, despite infrequent interregnums, has well established the Tenshist religion amongst the people and diminished the numbers of other religions, especially Hosianism. The Church is Caesaropapist, and all it's affairs are controlled by the Imperial Court. The holy book of the Tenshist faith is the Evangelion (meaning "Good News"), which they claim contains the true and complete gospel - all others considered to be forgeries and distortions. Other religions practiced in Mikuni-Hulstria include: - Hosianism = Christianity - Luthoran Church of Hulstria = Lutheranism - Ameliorate Church of Hulstria = Presbyterianism - Selucian Patriarchal Church= Catholicism - Yeudism = Judaism - Daenism = Buddhism - Cheng = Mahayana Buddhism in general, more specifically Zen - Jienism = Confucianism -Percentages of the Population- 56% Tenshism 21% Hosianism - 10% Luthoranism - 2% Amelioratism - 4% Selucian Partiarchalism - 8% Other 21% Daenism, Jienism -7% Daenism -6% Tenshist-Daenist Syncretism -6% Cheng Daenism -3% Jienist-Tenshist Syncretism -1% Neo-Jienism 8% Atheism/Agnosticism 5% Yeudism 1% Other -Languages- The primary spoken language of Mikuni-Hulstria is Hulstro-Mikun (http://classic.particracy.net/viewbill.php?billid=427427), which is the everyday language of day to day life. It is encouraged that party names be in Hulstro-Mikun. Dundorfian (German) and Kunitka (Japanese) are taught and spoken, but as elite and/or 'dead' languages, like Latin in Medieval Europe, and can therefore be used as mottos and such. *Please note, these numbers, while not stagnate, should not fluctuate wildly. Large demographic changes should only occur with an extensive RP, and consent of all involved. **These numbers only apply for the territory of Hulstria & Gao-Soto proper, not counting Ostland and the colonies |

Debate
These messages have been posted to debate on this bill:
Date | 13:26:32, July 08, 2016 CET | From | Moderation | To | Debating the OOC: Updated Cultural Protocols |
Message | Please read section 16 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=11&t=6363 ), particularly this bit: "16.1 In order to become official, Cultural Protocol updates must first be passed in a bill supported by a 2/3rds majority of all players with seats (not just those with seats who vote) and over 50% of the seats in the legislature. Also, at least one of the players sponsoring the update must have been currently continuously active in the nation (ie. no inactivations) for at least 1 month." You only reactivated yesterday, so it is too early to do a Cultural Protocol update yet. There is also the issue that Hulstria failed to affirm its Cultural Protocol in the previous Cultural Era, and it was only spared becoming Culturally Open on the condition that it adopt a more accessible Cultural Protocol. The Cultural Protocol proposed here has the same accessibility problem as the old one, and therefore would not be accepted. Also, please do not create a Cultural Protocol reference bill in your debate section until the Cultural Protocol has become official by being accepted by Moderation. The reference bill you created has now been deleted. Telling players a Cultural Protocol is official when it isn't is effectively misleading them about the rules, which is not something that should be done. Regards, Aquinas (Moderation) |

Random fact: It is the collective responsibility of the players in a nation to ensure all currently binding RP laws are clearly outlined in an OOC reference bill in the "Bills under debate" section of the nation page. Confusion should not be created by displaying only some of the current RP laws or displaying RP laws which are no longer current. |
