MessageWe have no problem with the first two articles of this bill. Hunting endangered animals should always be illegal, and the national agency should own the land. However, with Article 3 you seem to be diverting the power from the government to the private sector which is contradicting. Same goes with Article 4. Why set up the land for the national agency (national government) to manage but then not let them dispose the waste and regulate the rest themselves? It's contradictory and therefore you don't have our support.

MessageArticle 3 is diverting power towards a national agency, how is that diverting it to the private sector?

Also the 4th article lets commercial businesses dispose of their garbage in which would be specific depending on what sort of company they are, the residential garbage's have the same general quantities and are far more predictable for government agencies to deal with.
