| In Trigunia, the organs of government are subject to the Communist Party's control much more than in other government systems. Thus one's position in the party matters much more than their government positions. --------------------------- Formal organisation --------------------------- The top position is that of the General Secretary who is ex-officio, a member of the 15 member Political Bureau (Politburo) of the Party. The General Secretary is elected by the Central Committee, on the recommendation of the Politburo. The Politburo is in turn elected by the 500 member Central Committee. The Central Committee is in theory, the main governing body of the party between Party Congresses. Party Congresses are held every five years and it is there, the members of the Central Committee are elected. -------------------------- Real organisation -------------------------- In reality, the Politburo dominates the party and all elected officials are 'recommended' by the Politburo to all other bodies. There's a slight trend towards collective leadership although usually a dominant personality governs the party solo. --------------------------------------- For PT practicality purposes --------------------------------------- The Politburo is made up of the members of the Cabinet, the Head of State and the Duma floor leader of the largest internal party faction. The Cabinet should represent all the factions as proportionally as possible. All of the members of the State Duma are also members of the Central Committee. |
