| Description: The State of the Union address is a speech presented by the President of the United States of Baltusia to a joint session of the Congress, typically delivered annually and in January. The address not only reports on the condition of the nation but also allows the President to outline his/her legislative agenda (for which he/she needs the cooperation of Congress) and national priorities. It also provides a time for members of congress to put forth questions to the President about any topic relating to his/her leadership. Methodology: In January, the President speaks here, he/she addresses congress by: 1.) Reporting on the condition of the country. 2.) Highlighting his/her legislative agenda. Then, until April, the President must answer questions from any party with seats. Etiquette: 1.) The President must begin his/her address with: "Mr./Madame Speaker, Mr./Madame Vice President, Members of my Cabinet and Members of Congress, my fellow Baltusians..." 2.) The President must finish his/her speech with: "I will now take questions from this Congress." 3.) Those who ask questions must follow the order. (Seen below) 4.) Those who ask questions must start with: "Mr./Madame President..." 5.) One must not ask a question whilst another question remains unresponded to. 6.) When the order is finished. Unordered questions may be asked in the same manner as rule 4 and 5. 7.) When the month of April arrives, the President must end with: "Mr./Madame Speaker, Mr./Madame Vice President, Members of my Cabinet and Members of Congress, my fellow Baltusians, I declare this State of the Union Address to be finished." Details: This year, the invited is: - Madam President Alexandra Burgmuller. This year, the order of questions is as follows: 1.) The Patriotic Party, 2.) The Democratic Party, 3.) The Freedom Party, 4.) The Social Libertarian Party, 5.) The Progressive Party. |

| Message | "Dear Members of Congress, I am delighted to be elected president for the next four years and I hope to implement some new policies and help this great nation continue to prosper. The state of the country is positive, with a strong armed forces and unemployment at a low. We have all children up to 18 in quality education and crime is being combatted with police power. We now need to work hard for the next four years to build on this strength. My legislative agenda is to implement policies which are my priority as soon as possible. The first being to cut income tax for all brackets, as we are the fifth richest nation in the Terra we can afford to do this, and more hard-working people can keep more of the money they have earned in their pocket. My priority this year is also introduce my new budget, with an increase to education, health and defence spending, our nation will be even stronger. Other legislature I plan to pass for this year include environmental pollution recommendations for business and granting police more power. I will also try to privatise the energy sector this year. Thank you again for electing me president and I am looking forward to working hard to implement the new policies and make Baltusia even stronger. | Message | "Thank you Mr Speaker. Madam President, As you know it gives me great pleasure to stand here and to fully endorse your legislative agenda. I am proud of our alliance and proud of what we have achieved for the honest, hard-working people of Baltusia. My question to you is regarding our precious constitution. Will you make federal resources available and set up an enquiry to look into the terrible events surrounding the election of August 4065? In particular how the sham Unionist party was able to pull the wool over our eyes, and to make sure that our great nation... our great republic - is never duped in this way again? As a second point, will the president take it on herself to make clear the additions and amendments to the constitution, so that all parties and all people clearly understand what rules the democratically elected members must operate under. If any party wishes to take responsibility of conducting the enquiry then we would be happy to consider letting them do that. Secondly I will take it upon myself to lay out the amendments of our great constitution in a clear manner and allow discussion to be held about them.
