Message | Madam Speaker, Though we commend the belief in free and fair elections, and we have been the proud backers of legislation that have strengthened the power of the people in our democracy, we cannot support ratification of this treaty due to Articles 5 and 7 of it. The first of these needlessly prevents citizens from deciding how to run their local governments. It forces citizens to directly elect a mayor to preside over municipalities, preventing local communities from choosing how they want to elect their mayor, or even deciding if they even wish to place such powers in the hands of a single person. Many people in communities I have been to would prefer the council to carry out executive actions in municipalities, as one single mayor can't always represent the whole town or city. Then Article 7 advocates giving some States more powers that others - a disgraceful suggestion at best. It violates the central principle of the Federal Republic - coequal union between the States.
