This bill seeks to establish qualifications for new parents, yet leaves the details of said qualifications to the regional governments. It also shifts the details on our efforts to promote population growth to the regions as well. While acknowledging the importance of having responsible parenting, we need to also acknowledge the unique cultures and religions of each of regions, and allow them to conduct their affairs accordingly! |
