This bill will certify that RIS/Federalist Party will be the new Nationmaster of Hutori. Here are the rules and regulations of the NM of Hutori: SPEAKER OF THE HOUSE I.) The Incumbent Nationmaster will serve as the "Speaker" of National Legislature II.) After each election cycle it will be up to the Nationmaster to message the party who recieved the most seats for the name of the Speaker for that term. The Speaker will be neutral and will be RPed exclusively by the Nationmaster. III.) The Duties of the Speaker are to moderate IC debates on Bill, ensuring House Rules are adhered to and ensuring any debates remain civil. IV.) The Speaker is able to give warnings to Parties who break the rules of the house including but not limited to, hate speech, racism, flaming (both OOC and IC) or harassing others parties. FEDERAL ELECTIONS COMISSION I.) The Federal Elections Commission (FEC) will be an OOC/IC organization controlled exclusively by the Nationmaster II.) The FEC will be responsible for the registration of political parties for Federal Elections and for regulating Early Elections. III.) THE FEC will be obliged to call for Early Elections should at anytime seat totals in the National Legislature or any Provincial Legislate be 15% empty of greater. (OOC: if seat totals fall below 80% full the Nationmaster will request Moderation trigger early elections) 3.1) This does not impede any parties right to call got an early elections at anytime. 3.2) This Section only applies when a political Party de-activates and does not apply should the seat totals shift due to expansion or reduction due to IN Game Legislation. IV.) Following the conclusion of an election all Political Parties will be required to register with the FEC via Telegram or written directly in the FEC's player created Bill thread. V.) All political parties will have until two months prior to a schedule election (8 hours RL Time) with which to register. VI.) Parties that fail to register with the FEC risk being de-activated for the duration of the remaining election cycle. 6.1.) This clause does not apply to elections that are called early due to IG Legislation or FEC called Special Elections. 6.2) The FEC will send no less then 3 warnings to unregistered parties prior to an election; one six months after the conclusion of an election. One at some point midway through the term and the third one year prior to the next election cycle. |

I looked on the forum and stuff and it seems that Aberdeen (conservative unionist) might be a possible candidate. They seem to be actively involved in RP and have been in Hutori for a fair amount of time. But I do acknowledge that the Fedralists have been the oldest party in Hutori. |
