The Minister of Finance Vittorio Amedeo della Torre:

"after lengthy discussions with our collegues the Minister Cristina Shukri and the Minister Francesco Toso, honorable members of the parliament, I'm presenting you a bill to overcoming an unfair state assistance that provvide an economic support to who that has no real need of financial aid. Furthermore, the current legislation do not encourage the phone services provviders to invest in our nation but rather they are attracted by the opportunity to receive lavish revenue from the state without return real growth and development interests in the Nation. I'm sure that a system that will grant the access to phone services to low-income families and that regulates the rates providers can charge for phone service second progressive principles based on income, will allows a more just, equitable and fair use of public resources in this area.

"The right to have a phone is ensured by the government through subsidies for those who can not afford a phone and as you can read in the proposal, for the no low-income users the government ensure a rates linked to income. Why the government have to ensure to the high personal income, who have all the means to support a telephone service, the same financial aid dedicated to those who haven't the means to have a telephone line? A financial support to high income people simply betray the state's purpose of income redistribution.
