SOVEREIGN
The Emperor/Empress is the Head of State of the Trigunian Empire. He/she is the hereditary monarch of Trigunia. The sovereign has the power to veto any bill (except a constitutional amendment) (OOC: when the sovereign, RPed by the Konstitutsionno-Demokraticheskaya Partia, vetoes a bill, it is imperative you vote no to the bill, or I will request your account to be inactivated) and to introduce Imperial Decrees, which have to be approved by the Imperial Assembly. A veto can be overridden by a super majority (2/3).
COMITTEE OF MINISTERS
The Committee of Ministers is the executive body of the Trigunian Empire. It consists of the following:
- Chairman of the Committee of Ministers
- Minister of Foreign Affairs
- Minister of Internal Affairs
- Minister of Finance
- Minister of Justice
- Minister of War
- Minister of Ways of Communication and State Property
- Minister of Healthcare and Welfare Services
- Minister of Public Enlightenment and Culture
- Minister of Scientific Advancement
- Minister of Agriculture
- Minister of the Environment and Tourist Affairs
- Minister of Trade and Industry
All the Ministers oversee over their Ministry/ies and their Ministry/ies can propose bill to the Imperial Assembly regarding their area of politics. The Chairman of the Committee of Ministers shall chair the Committee of Ministers. He/she shall be elected directly by the citizens of the Empire. He/she shall have the power to veto any bill (except constitutional amendments) (OOC: when the Chairman of the Committee of Ministers, vetoes a bill, it is imperative you vote no to the bill, or I will request your account to be inactivated) and introduce Imperial Decrees, which have to be approved by the Imperial Assembly. COUNCIL OF MINISTERS
The Council of Ministers is the consultative body of the Trigunian Empire. It consists of the sovereign, the Chairman of the Committee of Ministers, the Ministers, the Directors of Departments, the General-Procurator of the Governing Senate, the Ober-Procurator of the Most Holy Synod and other appointed officials. The Council of Ministers is co-chaired by the sovereign and the Chairman of the Committee of Ministers. This body does not have any real power, but advises the sovereign and the Chairman of the Committee of Ministers.
IMPERIAL ASSEMBLY
The Imperial Assembly is the legislature of the Trigunian Empire. It consists of the State Council and the State Duma, both of which consist of 300 members (600 in total). The two chambers have equal powers. They propose and vote on bills and approve Imperial Decrees, which require a simple majority (1/2). If their bills are vetoed, they can override it by a super majority (2/3). The State Duma is elected by proportional representation and the State Council by a Jefferson system. The speaker of the State Duma is the President of the State Duma and the speaker of the State Council is the Chairman of the State Council. Both of these posts are elected by the members of their corresponding house every time a new Imperial Assembly is summoned. Both chambers have a Commission of Internal Affairs, a Commission of Foreign Affairs, a Commission of Finance, a Commission of Justice, a Commission of War, a Commission of Ways of Communication, a Commission of State Property, a Commission of Healthcare, a Commission of Welfare Services, a Commission of Public Enlightenment, a Commission of Culture, a Commission of Scientific Advancement, a Commission of Agriculture, a Commission of the Environment, a Commission of Tourist Affairs and a Commission of Trade and Industry. They shall be formed by members of the corresponding house who are experts in the corresponding area of politics. They shall have the power to introduce bills regarding their area of politics into their chamber. Each member also has the power to introduce bills.
GOVERNING SENATE
The Governing Senate is the supreme court of the Trigunian Empire. It shall be co-led by General-Procurator, who is elected by the members of the Senate, and the Chief Justice, who is appointed by the Minister of Justice. The Senate shall consist of 10 members, of which half of is appointed by the Minister of Justice, and the other half is elected by the legislatures of each Federal Subject. The Senate shall ensure that any bills that are passed do not contradict the Constitution (OOC: coming soon). If the bill does contradict the Constitution, then the Senate shall have the power to veto it. The accused or his/her relatives can appeal to the Senate to review the sentence made by the local court. Also, if the local court issues the death sentence, the Senate will have to approve it before the sentence can be carried out.
MOST HOLY SYNOD
The Most Holy Synod is the body which represents the Trigunian strand of the Terran Patriarchal Church. It is led by the Ober-Procurator, who is elected by the members of the Synod. Usually, the Synod elects the Patriarch as the Ober-Procurator, however this is not always the case. The Most Holy Synod consists of the Patriarch, the Metropolitan Bishops and the Bishops. It shall only have power over Terran Patriarchal Church institutions in Trigunia.
CONGRESS OF TRADE UNION AND WORKERS' REPRESENTATIVES
This organ shall represent the views of the trade unions and workers. Each workers' council would send one representative, an each trade union would do te same. It shall advise the government to ensure that the decisions they carry out are supported by the workers an trade unions, to ensure there is popular support in the county for the government's reform.
GOVERNORATES
The two Governorates are each co-administered by the Governor-General and Provincial Head. The Governor-General is appointed by the sovereign, while the Provincial Head is elected by the citizens of the Governorate. The legislature of each Governorate is called the Provincial Assembly, which is elected by the citizens of the Governorate, and the executive body is called the Provincial Board, which is led and appointed by the Provincial Head. Each Governorate is split into Uezds, which are administered by Uezd Heads. Uezd Heads are elected by the citizens of the Uezd. The legislature of each Uezd is called the Uezd Assembly, which is elected by the citizens of the Uezd, and the executive body is called the Uezd Board, which is led and appointed by the Uezd Head. Each city is co-administered by a City Head and a Policemeister (Ober-policemeister in the Governorate town, Petrograd or Aleksandrovsk). The City Head is elected by the citizens of the city while the Policemiester (or Ober-policemeister) is appointed by the Governor-General. The legislature of each city is called the City Duma, which is elected by the citizens of the City, and the executive body is called the City Board, which is led and appointed by the City Head.
LESNOV OBLAST
Because of the large Cossack population in Lesnov Oblast, they are granted political and cultural, but not economic, independence. The Head of State of Lesnov Oblast is whoever holds the Cossack rank of General-Ataman. This person is appointed by the sovereign. The legislature of the Oblast is the Oblast Krug, of which half is elected by the Cossacks and the other half by the non-Cossack citizens, by proportional representation. The executive body is the Council of Ministers, which is led and appointed by the General-Ataman. All Cossack ranks (throughout the Empire), excluding the General-Ataman, are elected by the Cossack units they command. The Oblast is split up into Krais, each administered by an Ataman. The Ataman is elected by the Cossacks within the Krai. The legislature of each Krai is the Krai Krug, half of which is elected by the Cossacks and the other half by the non-Cossack citizens, and the executive body of each Krai is the Krai Board, which is appointed and lead by the Ataman.
KOZAK HETMANATE
Because of the large Kozak population in the Kozak Hetmanate, they are granted political, cultural and ecomomic independence. The Head of State of the Kozak Hetmanate is the Hetman of the Kozaks, who is usually also the sovereign, but sometimes, this title is granted to a Kozak. The legislature of the Kozak Hetmanate is the Supreme Council which consists of the Rada, which is the upper chamber, and of the Duma, which is the lower chamber. The executive body is the Cabinet of Ministers which is led and appointed by the Head of Government, the Prime Minister. The Prime Minister, alongside Supreme Council is elected. The Duma is elected by proportional representation, while the Rada is elected by a Jefferson system. The Hetmanate is split into Voevodeships, each administered by a Voevode. The Voevode is elected by the citizens of the Voevode. The legislature of each Voevodeship is the Veche, which is elected by the citizens of the Voevodeship, and the executive body of each Voevodeship is the Council, which is led and appointed by the Voevode.
KAISERREICH OF THE TIRGITH HULSTRIANS
Because of the large Hulstrian population in the Kaiserreich of Tirgith Hulstrians, they are granted political, cultural and ecomomic independence. The Head of State of the Kozak Hetmanate is the Kaiser/Kaiserin of the Tirgith Hulstrians, who is usually also the sovereign, but sometimes, this title is granted to a Hulstrian. The legislature of the Kaiserreich of the Tirgith Hulstrians is the Reichsparlament which consists of the Reichsrat, which is the upper chamber, and the Reichstag, which is the lower chamber. The executive body of the Kaiserreich of the Tirgith Hulstrians is the Reichskanzlei which is led and appointed by the Reichskanzler, who is elected by the citizens of the Kaiserreich of the Tirgith Hulstrians. The Reichstag is elected by proportional representation and the Reichsrat is elected by a Jefferson system. The Kaiserreich of the Tirgith Hulstrians is split into Lands, each administered by a Landskanzler, who is electe by the citizens of the Land. The legislature of each Land is the Landstag which is elected by the citizens of the Land. The executive organ is the Landskanzlei, which is led and appointed by the Landskanzler.

MessageOOC, I have a number of questions:

1. I understand the veto power of the Chairman of the Committee of Ministers. I don't mind veto power being vested in the elected executive. But I do question why both the sovereign and the Chairman must have veto power. Furthermore, I question why the role of RPing the sovereign is assigned in the document to the Konstitutsionno-Demokraticheskaya Partia. Is that in perpetuity? Will the Konstitutsionno-Demokraticheskaya Partia still have a veto power, even if they should fall from the Chair? That is unacceptable. A more balanced solution is possible, incorporating one of three approaches. We could either remove the sovereign's veto and invest all veto power in the Chairman, or else remove the Chairman's veto and give responsibility for the sovereign to the party holding the Chair. Thirdly, if we want a realistic simulation of a third-party empowered-sovereign system, we could get someone who doesn't have a party in Trigunia to RP the sovereign. Perhaps an admin or Nationmaster.

2. By political independence, does that mean that the Kozaks, Cossacks, and Hulstrians do not contribute to Trigunia's military? Are the Kozaks and Hulstrians just separate countries?

MessageOOC: Veto powers OOC invested in a single player seems like a very bizarre idea, and completely detrimental to the spirit of the game. I may be able to buy the PR value of giving meta veto powers to the holder of the Head of Government position, or the HoS position if it were an elective office, but simply giving the veto power to KDP regardless of election outcomes defeats the purpose of the game for many, I think.

MessageThis bill has been declared void, because it violates the Game Rules (see http://forum.particracy.net/viewtopic.php?f=11&t=6363 , particularly section 22 on RP laws). RP laws should not contradict game mechanics, unless the Game Rules specify otherwise, and this bill clearly contradicts game mechanics, with the suggestion that the sovereign has the authority to veto bills. The bill also makes the highly misleading claim that Moderation will inactivate parties which do not vote down bills vetoed by the sovereign. This is not how RP laws work. There are some other problematic parts of this bill too, such as the suggestion of independent regions - which again, is not something accommodated by the game mechanics.

This bill is now being put to the vote simply so that it can be archived. As explained, the bill is void.

Please also bear in mind that in order for RP laws to be enforced, they need to be referenced in the "Bills under debate" section, and that obviously means the reference bill needs to include a link the bill that was actually passed. There is no link to any passed bill here, so even if this bill was legitimate under the Game Rules, it would not be enforced because it was not properly referenced.

MessageThe NF is adamantly opposed to this constitutional framework. In light of the ultra-liberal agenda displayed by the KDP and their enablers and allies within the royalty, we refuse to cede any kind of veto power to the sovereign that goes against the conservative desires and prerogatives of the people. Additionally, we do not view Trigunia's Kozaki, Hulstrians, or Cossacks as independent or distinct nations. They are cultural sub-groups within our nation, minorities that are subject to Trigunia's rule. Any cession of powers or financial autonomy to regional groups based on ethnicity and culture is a recipe for national disaster and, frankly, pure treason on the part of the KDP that should and will be prosecuted.

MessageOOC: KDP, I think both Federalisti and myself are totally open to taking everything in this that's not against the game rules (i.e. veto powers) and holding a constitutional convention of sorts to ratify those parts, since a lot of it is really good and well thought-out and I think is worth keeping. I think you will find some resistance from both of us on the subject of economic/political autonomy for the Hetmanate and Kaiserreich and Lesnov Oblast, but we can debate that and it'll be a good debate worth having.
