For the other articles, the welfare system of the nation already thinks to provide those services and for the last article: take away your hand from the private property! The nation yet provide expropriation form. I think you have to propose to modify the case when the nation can expropriate the private property. In this case, you can propose a statutory text that provide expropriation for future redistribution in favor of farmers of only the lands abandoned by a certain period of time.
