| This bill is intended to create the Biotech Corporation. It would be funded by foreign investors and it would be owned by the Dorvisch Republik goverment. The Biotech Corporation would be the centre of biological technology and research that will contribute to such sectors like manufacturing, health and military. It would be a international centre which will attract potential investors and it will have superior technology that would find cures for the most deadliest of diseases for example Ebola, Cancer and radiation mutation. |

| Message | Right Honourable Gentelmens, if the hypothetical Biotech Corporation will be funded by the foreign investors I see no logical explanation for govermental ownership of this institution. But there is an alternative solution for this matter, a great invention called tripple P ( PPP - Public-Private-Partnership), encouraging the foreign investors to just gave money for this insitution and gave up the right to get those invested money back is just not right, by implementing PPP into the fundaments of this project we can ensure that presented in the bill Biotech Corporation will be well organised institution providing the best service for the Dorvisch Republik.
