| Riccardo Amadi, Minister of Trade and Industry: "I propose to you Honorable Members of the Parliament this bill to devolving to the Local Authorities the responsability on the decision on the Union Shops. My party for long years thought to change this legislation: we think that the limitation that impose this kind of shop to the potential workers are not fair and democratic. We think that this kind of activity can promote strage relations between Unions and Workers. Until now no problems rose, but we prefer offer to the Local Authorities to decide on this matter, because we think they can analise the situation internal in each region and the influence and the relationship of the Unions inside each region and then decide case by case. Thank you very much" |

Proposal[?] to change Closed shops are places of employment where only members of a specific union are allowed to work; union shops can hire non-members, but these have to become members after a certain time; agency shops can hire non-members, who have to pay a fee to cover the unions costs. All three are erected by union agreements. (Only valid if unions are legal)
