POWERS OF THE REGIONAL HEALTH ASSEMBLY the responsibilities/powers of each Regional Health Council are:- (1) to facilitate new systems of healthcare within their respective subordinate divisions. (2) to collaborate with the parent organization (The Ministry of Health and Social Services) in-order to facilitate the necessities expected of various health centers/offices within subordinate divisions. (3) to collaborate with various municipal administrative councils on effectively enforcing government health policy. (4) to provide efficient services in order to facilitate high quality healthcare. (5) to establish/foster relations between domestic, regional and international health organizations as a means of reinforcing article 3. FINANCE & MANAGEMENT The Financial and Managerial system of each Regional Health Council are as follows:- (1) each Regional Health Councils' Finances shall come as 35% of the Annual Fiscal Health Budget and are to be divided between each Health Council EQUALLY. (2) the finances of each Regional Council shall be managed by a Chief Financial Officer. (3) each Regional Health Council shall be headed by a General Secretary who is selected via a bi-annual vote by the respective employees of said Regional Health Councils. (4) the General Secretary is to submit a statistical & financial report of the uses of state funds and equipment to the Minister of Health and Social Services and the Secretary for Health within the Ministry of Health and Social Services monthly. THE MINISTRY OF HEALTH AND SOCIAL SERVICES & THE REGIONAL HEALTH COUNCILS the powers of the Ministry of Health and Social Services as the higher organization are:- (1) the Ministry of Health and Social Services is the parent organization of each Regional Health Council and shall be responsible for their oversight. (2) the Secretary for Health and/or the Minister of Health and Social Services shall have the power to remove any/all administrative member of a given Regional Health Council if it is seen that he/she is incapable of effectively administrating & enforcing his/her subordinate division. (3) the Secretary for Health and/or the Minister of Health and Social Services shall have the power to dismantle any/all Regional Health Councils if it is seen that they are incapable of enforcing the provisions of Article 1. (4) If the scenario stated in section 3, article 3 were to occur, the Minister of Health and Social Services is to (within the space of 1 month) effectively re-establish a functioning Regional Health Council in said division/area.
