Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

"Honourable Members of Parliament, we called early elections some months ago because we thought that the centre-left parties, that won the election with 305 seats, weren't able to form a cabinet for internal issues. They lacked to present a cabinet, their agenda for their government, and the lack of proposals by the government leaved us puzzled. But the elections didn't solved the situation, the percentages of votes remained the same, pretty much, and we believe that we can't go again on elections without trying to solve this situation. We want to show to the Parliament our proposal for a cabinet formed by three parties: Istalian Democracy (DI), Istalian Liberal Party (PLI) and Populars for Istalia (PPI). However, these parties have only 301 seats, so we, as the Istalian Liberal Party, want to propose a minority government, counting by the abstention of one of the parties that aren't part of the government. We want to introduce too our agenda for the next four years, obviously, if this cabinet proposal will pass. We ask to all the parties to evaluate carefully our proposal. ▶ Economy ● Tax percentage of the profit made by corporations. Proposal: 15 ● Sales tax on luxury goods. Proposal: 35 ● The government's policy concerning phone services. Proposal: There are no regulations on phone service. ● The government's position towards the stock exchange(s). Proposal: Stock exchanges are allowed and are unregulated. ▶ Education ● Higher education institutions. Proposal: The government maintains a system of universities, vocational schools, and colleges nationwide. ▶ Media ● Radio stations. Proposal: All radio stations are private. ● Television stations. Proposal: All television media are private. ▶ Culture ● The government's policy towards the funding of libraries. Proposal: The national government contracts with private companies to maintain a system of libraries. ● The government's policy concerning museum funding. Proposal: The national government maintains a system of museums nationwide. ▶ Tecnology ● The government's policy on internet service providers (ISPs). Proposal: Private companies provide internet service throughout the nation, without government interference. ▶ Ecology ● Forest management. Proposal: There is a national agency which owns all forests, but subcontracts the work to private companies. ▶ Infrastructure ● Public works initiatives. Proposal: The government contracts with private corporations to build public works. ● Government policy on nuclear power. Proposal: The government encourages nuclear power (subsidies, tax relief etc). ● Government policy on the nation's power grid. Proposal: Multiple private companies each own and maintain sections of the national power grid. ● The government policy regarding housing. Proposal: All housing is privately-owned. ● Train Operating Companies (TOC). Proposal: Private companies operate TOCs throughout the country. ▶ Welfare ● The government's policy concerning the pension system. Proposal: The state offers a voluntary public pension, combined with other voluntary private pensions. We will hear any remark from other parties about our proposal. We want to end this critical situation soon, and we believe that our proposal can be helpful.
