Article 1 The ratifiers acknowledge that with respect to: Education for children under adult age. The policy of their national government and law should be: Education is compulsory, but home schooling is permitted. or Education is compulsory and has to happen at school. Article 2 The ratifiers acknowledge that with respect to: Higher education institutions. The policy of their national government and law should be: The government maintains a system of universities nationwide. or The government maintains a system of universities, vocational schools, and colleges nationwide. or The government leaves the development and funding of all higher education institutions up to local governments. or The government leaves the development and funding of vocational schools and colleges up to local governments. Article 3 The ratifiers acknowledge that with respect to: The education system. The policy of their national government and law should be: There is a free public education system alongside private schools. or Education is private, but the government issues vouchers to pay for the schooling of disadvantaged children. or Education is a matter of local governments. or Education is private, but the government subsidises the cost of it for everyone or Education is entirely public and free; private schools are banned. or There is a free public education system and a small number of private schools, which are heavily regulated to ensure they teach adequate skills and information. Article 4 The ratifiers acknowledge that with respect to: Policy concerning racial segregation in educational institutions. The policy of their national government and law should be: Segregation is illegal in all educational institutions. or Public educational institutions cannot be segregated, private institutions can choose to apply a policy of segregation. Article 5 The ratifiers acknowledge that with respect to: The teacher's right to discipline children.
