Old value:: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
Current: The government subsidizes tuition only for students from families classified as low-income or poor.
Proposed: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.

Message | I have discussed this proposal in private with the LPR, and completely agree with their proposal. A clarification on the state involvement. The universities would pick the best students, based on their academic record and the results of their board exam, and if said student happens to be from a low income family, a state employee will review their case (Family income, economic history, etc). Said employee will determine the amount of subsidisation that the state should provide for the student. Obviously, this encourages students to focus on academic achievements, as only the highest achievers will, in turn, be awarded with entry to the most prestigious universities, without having to worry about how they would pay for it.
