I have been thinking of doing something like the below for a while and have seen it done in other countries. The below are more thoughts, please feel free to comment and recommend changes.

Assumptions

- That the Cultural Protocols still stands ( http://classic.particracy.net/viewbill.php?billid=480593 )
- That the Zergonese (Croats) are largely Patriarchal (Catholic) and mostly reside in Zergon.
- That the Hugalonese (Slovenes) are largely Patriarchal (Catholic) and mostly reside in Hugalon.
- That the Dundorfians (Germans) are largely Ameliorate (Reformed)
- That the Endralonese (Hungarians) are largely Amerliorate (Reformed) with significant minorities of Patriarchal (Catholic) and Luthoran (Lutherans).
- That a region supporting big government means it is more likely to be industrial and socialist.
- That a region supporting laissez faire is more likely to be commerce/business/tourism focused.
- That there is a correlation between party voting and the positions a region is likely to hold.
- All regions have a similar population.

Region - Kundar-Nova Zergonska http://classic.particracy.net/viewregion.php?regionid=40
Major Ethnic Group - Endralonese ~70%
Minor Ethnic Group - Zergonese ~25% Hugalonese and Dundorfians ~2% each
Major Religion - Ameliorate Church of Endralon
Minor Religion - Patriarchal
Economy - A largely industrial region, catering to the Endralon market, hence supportive of protectionist economic policies.
Primary political influence - Isolationist. The capital region is strongly nationalist, possibly due to its historic position along the only land border. Hostility to immigration, pro-protectionism are common views.
Minor political influences - Despite the above, the region is broadly centre-left in outlook. The population is typically supportive of progressive and permissive social views, secular in outlook and supportive of big government and regulation.
Political Parties - Nationalism is clearly an important factor in politics here, with the Conservatives securing over 50% of the vote in the three elections between 4099 and 4104.

Major Ethnic Group - Zergonese ~70%
Minor Ethnic Group - Endralonese ~20% Dundorfians ~5%
Major Religion - Patriarchal - Most ethnic Zergonese are Patriarchal
Minor Religion - Ameliorate
Economy - A commerce focused region with a large service sector catering to banking and tourism. The region is also rural with a large farming sector.
Primary political influence - Laissez faire. Along with Hugalon Zergon is the most pro-business region, supportive of overseas trade and tourism.
Minor political influences - Although an open region, Zergon is also perhaps the most conservative region, with restrictive, conservative social views, environmentally sceptic and religious in outlook.
Political Parties - The ethnic Zergonese were relatively hostile towards the Conservative Party in 4099, that party gaining only 36% of the vote to that party. However with their strong pro-business, pro-religion policies the Conservative secured over 60% of the vote in the elections of 4103 and 4104.


Region - Alt-Ginbar http://classic.particracy.net/viewregion.php?regionid=44
Major Ethnic Group - Endralonese ~65%
Minor Ethnic Group - Zergonese ~20%, Dundorfians >5%, Kizenians ~5%
Major Religion - Alt-Ginbar is religiously diverse with Patriarchal, Ameliorate and Luthorans numerically similar in strength.
Minor Religion -
Economy - Heavy focus on industry and the extraction of raw materials. Heavily involved in exports of goods. However a strong farming sector, historically boosted by Dundorfian immigration.
Primary political influence - The most left-leaning region, strongly supportive of big government and regulation.
Minor political influences - Although broadly left-wing with internationalist positions due to trade and big immigrant populations and progressive social views. However there is a right-wing element in the population, with a traditional outlook on religion, sceptism towards environmental policies and a pro-military outlook.
Political Parties - The left-wing nature of the region is clearly illustrated in national elections, with Socialists securing 54% and 47% in the 4099 and 4103 elections. The right-wing Conservatives have never managed above 32% of the vote.


Region - Hugalon http://classic.particracy.net/viewregion.php?regionid=46
Major Ethnic Group - Endralonese ~55%
Minor Ethnic Group - Hugalonese ~30%, Dundorfians <10%, Zergonese ~5%. Although historically ethnic Hugalonese used to make up the majority of the region, intermarriage and the migration of ethnic Endralonese led to the creation of an Endralonese majority in the region before the foundation of modern Endralon.
Major Religion - Patriarchal and Ameliorate Churches have a similar strength in the region.
Minor Religion - Luthorans
Economy - Similar to Zergon with a large focus on the service sector with tourism being key in the winter in the mountains and in the summer along the coast..
Primary political influence - Conservative, restrictive and internationalist. The region is socially conservative reflecting the strength of religion in the region and traditional attitudes. However the region is also internationalist in outlook giving its strong trading and business links as well as the importance of tourism.
Minor political influences - Pro business with a laissez faire and small government attitude, the region is militarist, environmentally sceptical, supporting a strong relationship between church and state.
Political Parties - Despite being a relatively conservative region, the Conservatives have never secured above 50% in the region. It is assessed that the more moderate ethnic Hugalonese population probably tipped the state towards the National Republican Alliance in the election of 4104, delivering 52% of the vote to the NRA in a two party fight.


Region - Efinia http://classic.particracy.net/viewregion.php?regionid=45
Major Ethnic Group - Endralonese ~85
Minor Ethnic Group - Zergonese and Kizenians ~5% each, Hugalonese and Dundorfians <3%. Efinia is the least ethnically diverse region.
Major Religion - Ameliorate
Minor Religion - Patriarchal and Luthorans
Economy - A largely industrial region and to an extent more focused on the Endralonese market, hence minor support for isolationist protectionist policies.
Primary political influence - Unitarist Policies. As the region with the largest Endralonese ethnic population the region tends to favour unionism and oppose devolution of power to the regions.
Minor political influences - Broadly centre-left with general support for permission and progressive social policies. Environmentally friendly, supportive of big government and regulations. Support for secularist policies. However the region is militarist and isolationist.
Political Parties - As a largely Endralonese and Unitarist region, Efinia has given strong support to the Conservatives, ranging from 42% (4099) to 60% (4104), despite the basic centre-left leanings of the regions.

MessageWell, to make this change in cultural protocols in accordance with the rules of the Particracy is required to first be accepted by a third of Parliament's seats and that at least one of the parties that support this change is active for at least a month.

MessageIt's not a change o the cultural protocols. What about it even looks like a change? I've proposed a background to each region using the ethnic and religious stats from the cultural protocols, using election results and using the regional political views. Nothing is a change from the cultural protocols.
