| The Minister of Foreign Affairs, Enrico Graziani: "I'm here to present to the Parliament the Istalian proposal related to the Alliance with Solentia. In order to respect and accomplish the disposition in the "Treaty of Friendship, Cooperation and Defensive Alliance and Partnership between the Repubblica Istaliana and the Democratic Republic of Solentia" (http://classic.particracy.net/viewtreaty.php?treatyid=3407), the Ministry of the Defence proposes the creation of a common command structure centered on the Istalian-Solentian "Supreme Command Unified Defence Operation (SCUDO)" - extended name in Solentian-Luthori and acronym choisen to form the istalian word "scudo", in Solentian-Luthori "shield". The SCUDO will be responsible to the "Istalian-Solentian Military Committee (ISMC)" for the overall direction and conduct of all alliance military matters. The ISMC will be formed by Istalian and Solentian military permanent rapresentatives and it will be the coordinating body of the common defense policy of the two nations. From the SCUDO will depend: -Allied Land Forces Command -Allied Maritime Command -Allied Air Command STAFF: The the staff of the alliance's command structure will be formed naturally by personnel from both nations. ISMC: The ISMC will be a committee of experienced officers formed by two General Director, representatives of the defense ministries of the two nations, and by the staff's of eachone. The two General Director take turns every year as Chairman of the Committee to direct the activities of the command structure and permanent bilateral coordination of the common defense policy. The Staff of each General Director will be formed by: a civilian rappresentative of the Government, three general officers with geopolitical, strategic and logistics expertise, fourth experienced officers particularly dedicated to the permanent consultation between the two nations. The two General Director of the ISMC shall be replaced by their own government at each renewal of the legislature and changement of government, the officers chosen for the position must have the rank of lieutenant general/generale di corpo d'armata and assuming the command will be promoted to the rank of general/generale di corpo d'armata con incarichi speciali. SCUDO: The SCUDO, as alredy specified, is the common command for the joint operation of the two nations. The ISMC will chose the Executive Chief of Operation (ECO), or Supreme Commander of the SCUDO, according to the agrred recommendations of the two nations. The ECO will have to be alternately an istalian and solentian officer and will have to be chosen an officer with the rank of lieutenant general/generale di corpo d'armata. The vice ECO, vice Supreme Commander of the SCUDO, will change together the ECO and must also be alternately an istalian and solentian officer. The ECO and the vice ECO cannot at the same time belong to the armed forces of the same nation (When the Eco will be istalian the vice will be solentian and viceversa). There is no time limit for the task. THE ALLIED COMMAND OF EACH SPECIALTY: For each Allied Command the command structure will be formed by a Commander and a vice-Commander respectively belonging to the reference armed forces of the two nations (solentian commander and istalian vice or viceversa). There is no time limit for the tasks. | Message | Minister of Defence, Enrico Graziani: "for the moment Istalia proposed this places to install the Headquarters of the ISMC, SCUDO and Military Forces Command: ISMC: Principal Headquarters in Halion, Capital of Solentia - reserve HQ in Romula with the reppresentative offices. SCUDO: Will be install in a nuclear shelter of the Istalian Air Force under the Nayar Range (the mountain chain that divide Solentia from Istalia) near to the Solentian Border (Trivendito Region). Army Command: in Solentia (their Government will decide where to place it) Air Force Command: in Solentia (their Government will decide where to place it) Navy Command: will be install in the Navy facilities of the port of Triesta. To adapt the "North Strategic Shelter" of the Shelters Network of Defense (Sistema dei Bunker della Difesa) to hold the SCUDO will be necessary 68 milions of LIS. To adapt the "Navy Facilities of Triesta" to hold the Navy Command of the SCUDO will be necessary 359 milions of LIS. The Reserve HQ of the ISMC will be hosted in a office building of the Ministry of Defense in Romula; with no more than 12 milion of LIS will be ready.
