Bill: Essential Goods Tax

Details

Submitted by[?]: Partidul Social Democrat

Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: October 4110

Description[?]:

There is no compelling reason why people should be forced to pay a tax on goods which are explicitly essential. My most recent income tax proposals mean that we are now in a position to eliminate what is essentially the definition of a regressive tax.

MessageMr Speaker,

This is a horrible proposal that comes directly after an income tax hike. The Freedom Front would rather successively replace the income tax with a higher sales tax. Taxing consumption is a much fairer, better and environmentally-concious way of doing taxation that taxing people's hard labour.

MessageMr. Speaker,

I commend the Finance Minister for this bold and absolutely correct proposal. The government should not tax the essential goods which ordinary people depend upon for their basic needs.

MessageMr. Speaker,

We agree with the Freedom Front. But we shall be constructive, this move by the government will create a deficit of 40 billion NED. We ask the finance minister to reduce the Essential VAT to 4%.

We of the NEPP will not indulge in Debt spending.

MessageMr Speaker,

I understand the NEPP concern but we have run a budget surplus for many years. This will cover the deficit whilst we resolve the issue. I can offer three solutions:
-a rise in luxury goods tax
-a rise in corporation tax
-a cut in spending (this will not affect education, health or infrastructure)

Which of these options is most agreeable to the other parties so that I can ensure it passes through the Assembly?

MessageMr. Speaker,

We would prefer an increase in Luxury Goods Tax, possibly accompanied by a small increase in Income Tax on those earning the highest incomes.

MessageMr. Speaker,

a decrease in spending would be our preffered choice. We will not support another tax increase. 40 billion can easely be cut away.

MessageMr. Speaker,

We propose the following budget cuts:

*HoG -5 billion
*Finance -5 billion
*Trade and Industry -10 billion
*Infrastructure -10 billion
*Food and Agriculture -10 billion

This results in a cut of 40 billion which will make our budget neutral again.

Random fact: By default the head of government is the ultimate authority within a national government. In general terms, heads of government are expected to consult with cabinet colleagues (including those from other parties) before making significant decisions but they remain responsible for government action.
