MessageAccording to all the independent experts I have consulted with, 5 billion Baltusian dollars is simply not enough to maintain a national defence force - especially as we have a standing army to maintain. Even with the opportunity now to create private security forces with the relaxation of the paramilitary laws, this key area is severely underfunded. I would therefore ask parties to work with me to produce a figure we can all agree on. Let us please put factional politics and ideologies aside to come up with something sensible.

I would also ask, where possible, that parties invite experts to testify to speak at this debate to help explain their position on this and to help us all decide what that figure should be. Or if they insist on keeping the figure at 5 billion dollars, explain which battalions should be disbanded which warships should be de-comissioned and which air squadrons should be grounded.

I will keep this debate open until we can reach a credible way forward.

Greetings from Kalistan,

We have been following this discussion with some interest- naturally Baltusia's military budget interests Kalistan for obvious reasons, and I was alerted to these discussions.

A couple hundred years ago, Kalistan also went through a reconciliation process, and we set our military budget then at about 3% of total revenues. This of course is around half of what we would need to effectively pay for home defense, sea zone preeminence within the Anantanese Ocean, and some degree of forward capabilities, so that we may assist around the world in a limited capacity at need. Our Naval vessels to this day remain all diesel, and our regular army is supported by Partisans, which, while well trained, do not equal the numbers of our standing forces.

Without paramilitary forces at our disposal, to maintain the same level of readiness, which in our calculations is parity with our next strongest neighbor (forget a coalition of forces) we calculate that we would have to put in 6 percent of our national revenues. We put in less than 3, because we have put in some cost saving measures, and then have recently undergone a slight reduction in forces which was permitted by the creation of a single party and therefore a consolidation of partisan forces under unified command. We are a leftist country, we are neutral in world affairs, and we are at peace. While we expect that our costs as a regional power might be higher than Baltusia's, because we are conducting security operations in the region rather than just on our home turf, we cannot afford to do so without at least 3% in our budget AND a robust partisan ground and naval force as auxiliaries.

This is not intended to serve as interference with your process: these are just our numbers, and perhaps something to give your discussion a little context. 10 billion would be less than one half of one percent of your national revenues. And while 6 percent may be high given Baltusia's security needs, you may consider Kalistan's example when calculating your own number. 3 percent would look more like 17,300,000,000. You could do with significantly less if paramilitaries acted as auxiliaries.

MessageI thank and welcome the expert analysis from Dr Burgmuller, Professor Grove and, of course, thank Foreign Minister Curti for his astute take on the situation too.

It is interesting that Kalistan as a leftist nation - his words not mine - sees the need to allocate so much more to their defence budget than we do. I hope it will help our left-minded parties realise we are dangerously exposed.

I will move this to the vote. If you would now consider upping the defence budget to a reasonable figure - say 12,000,000,000 to 15,000,000,000 BLD based on what we have heard - please vote YES, otherwise NO.

If YES I will request a new budget bill be proposed. If NO wins the day then I will work with the defence ministry to start the decommissioning of military units.

MessageWell, I guess this proposal won't pass and I have to respect that decision.

So, unfortunately there is no other choice but to start reducing our armed forces, de-commissioing ships and grounding aircraft. I will post a new defence review based on the budget we have to play with. I hope we don't live to regret this.
