"I'm sorry it had to come to this point, but some time before even of I taking over the Ministry of Finance our nation has more expenses than revenue and that generates a negative surplus as a result forces us to take loans, that if we don't pay, we can get to the point of declaring bankruptcy, so I propose a 3% tax on essentials goods."
