Proposed: There is no government policy concerning a state religion.
Article 2

Old value:: Teacher-led prayers in schools are encouraged.
Current: Teacher-led prayers in schools are forbidden, except in religious schools.
Proposed: The government leaves this decision up to the schools themselves.
Article 3

Old value:: Public blasphemy is considered a minor offense.
Current: No state penalties are issued for blasphemy.
Proposed: Local governments decide on penalties for blasphemy.
