Bill: Ratification of the Community of International States Treaty

Details

Submitted by[?]: Fair Capitalism Party

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: May 2059

Description[?]:

As Foreign Minister, we have noticed the CIS, which we beleive to be much better than the Dakruth pact, particularly as the Dakruth pact appears, to have been set up to oppose this unnecessaraly.

As this is not official Dakruth policy, we deem it fit to put this up for vote.

It is for sovereignty of member nations, and thus seems to be very apt for this nation.

MessageCoincidentally, this rebuttal to questions of sovereignty was posted in the thread:

SOVEREIGNTY is the right of a state to conduct its own internal and external affairs according to its wishes. Therefore the CIS is not a threat to state sovereignty as it is an association of sovereign states. It is therefore an act of state sovereignty to join and as all decisions of the Council are to be unanimous, then it protects state sovereignty by ensuring that no state is obliged to do or agree to something that it does not wish to. This includes the defence agreement which is clearly and explicitly stated in articles 9 & 11 that the collective security and defence provisions of the treaty can only be invoked by a unanimous decision of the Council (that is ALL member states - article 6). Also, policy coordination, in particular foreign policy is once again NOT against sovereignty as decisions are unanimous - it is simply trying to get states to adopt a common foreign policy on certain issues to increase negotitating power etc. There is NOTHING to stop states pursuing their own foreign and indeed any other policy on which the Council has not unanimously agreed. Also, article 10 which seeks to promote international peace and security does not threaten state sovereignty as mediation etc. can only take place with the agreement of the relevent countries AND a unanimous decision by ALL members in the Council. With regards to what would happen if one member state wished to go to war with another whether the CIS would support them, that would be a decision for the Council. Finally, nothing in the treaty can threaten state sovereignty as article 23 clearly states that any member state is free to leave the CIS at any time without consequence, and article 24 expresses the fact that NOTHING in the treaty shall interfere with the principle of state sovereignty. Therefore, all this ridiculous argument about the undermining of sovereignty etc. is ludicrous and factually inaccurate. And those scaremongerering parties within some states who claim that an form of EU is being created are absolutly wrong as no where is it called a Union or does it call for union - it is a COMMUNITY OF INTERNATIONAL STATES and if one needs a real world equivalent, the nearest is probably the UN (with some aspects of NATO).

MessageI want to know, what is the point in joining if every decision is to be voted on? Please, tell me the benefits it will have, I am open minded towards this thing.

MessageWe have military support, allies, and if anything goes seriously wrong internally, we have support. And this is basically the framework. Things still have to be proposed, benenits.

I must admit, however, that there should be maybe 5/4 or 2/3 majority pass rate, but we can propose it!

MessageAdditionally, if we were to have a serious problem with one addition to the treaty we could not overturn, the right is still there to leave without obstruction.

MessageYes, but the military support is optional, I am unsure whether nations would stick up for us. Also I am unsure of the definition of internal problems, especially as it is a mostly capitalist organisation. I am sceptical and shall offer a no vote.
