MessageEarlier on today, I received this urgent message from the Patriotic Party of Baltusia. There is clearly an ongoing crisis in Baltusia, as expressed in the letter. I have told him I would inform the Cabinet and the House of Representatives.

Dear fellow leader of the Conservative and Reformist Alliance.

I call on your help in the gravest time in the history of Baltusia.

As you may be away an internal battle has been going on for the last two years which has seen the radical left gain power. But, most alarmingly, the new President Katherine Benn is relying on the support of a radical left wing terror organisation called RABA, which openly admits to murdering and to terrorist acts to further its cause.

Among their many crimes are:

Shooting dead police officers - who they went on to say could "burn in hell".

Bombing the Democratic Conservative party's HQ killing more than 50 people.

Killing the leadership of the Syndicalist Party and taking over the political machinery of said party to gain a foothold in Congress.

Not surprisingly, we are trying to have the party dissolved for openly violating the law as per Article 9.2 of our constitution. However, in the meantime the new president is proposing to form a cabinet in which RABA has a significant role, including, ironically given their crimes, offering them the role of Justice Minister. I have told the new president this is completely unacceptable.

We need international help in condemning this action and I hope your will contact the RAC Party and President in Baltusia to show your disgust for her actions and ask her to end her support for RABA.

I thank you and if you have any questions please come back to me.

Felix Farquharson, Outgoing Foreign Secretary of Baltusia
Patriotic Party Deputy Leader.

MessageMr. Speaker

The Social National Assembly would like to send 250 members of its 'Patriots of Aloria' militia in order to help stop the left-wing terrorist organisation RABA and protect the Baltusian people. We need your permission.

MessageMr. Speaker,

The RPA would vastly prefer if we do not involve ourselves in a military capacity, no less send a non-representative militia in place of an Alorian army.

As the Minister of Foreign Affairs, I would recommend we provide the Baltusian people with our condemnation of the terrorist group RABA and the Baltusian President's ties to them.

As asked to by Mr. Farquhardson, I believe we should try the means of diplomacy first.

Rhys Morgan
Minister of Foreign Affairs - RPA

MessageMr Speaker

I would like to remind the SNA that paramilitaries are illegal. I don't think we should rush into any decisions.

I would like to add that, if any military action were to take place in the future, a vote should need to take place in the House of Representatives.

MessageI agree with what has been said by Mr. Morgan. I, in my capacity as President, hereby authorise the Foregin Affairs Minister, Mr. Rhys Morgan to issue a condemnation of the Terrorist group, and support the view that giving them the Justice portfolio is completely unacceptable in light of the circumstances.

I also authorise Mr. Morgan to visit Baltusia, and open up a dialogue with the President regarding the inappropriateness of giving the terrorist group the Justice Portfolio. We should avoid condemnation of the President at this stage, and focus our efforts to ensure that the terrorist group does not get the Justice Portfolio.

I would also remind Mr. Mueller that paramilitiaries are illegal, and even if they were not illegal, any military action in the name of Aloria should come from our official, organised military. I agree with the ANP that it any military involvement should first be subject to a vote of all members of the House of Representatives.

Random fact: Players have a responsibility to differentiate between OOC (out-of-character) and IC (in-character) behaviour, and to make clear when they are communicating in OOC or IC terms. Since Particracy is a role-playing game, IC excesses are generally fine, but OOC attacks are not. However, players must not presume this convention permits them to harass a player with IC remarks that have a clear OOC context.
