Mr. Speaker,

I present you the proposal of a treaty between Dorvisch Republik and Bundesrepublik Dundorf. Its aim is to establish and keep friendly relations and friendly co-operation between our two countries. The following text may be changed. The passing of this proposal will mean an acceptance to start negotiations with Bundesrepublik Dundorf.

Treaty of Good Relations and Friendly Cooperation between Bundesrepublik Dundorf and Dorvisch Republik (Vertrag über gute Beziehungen und freundschaftliche Zusammenarbeit zwischen Bundesrepublik Dndorf und Dorvisch Republik)

The Dorvisch Republik and Bundesrepublik Dundorf (hereafter know as the 'contracting parties') both willing to strenghten furhter the friendly and neighbourly relations happily established between both of the contracting parties and to reinforce the sympathy and bonds of people which have existed for centuries between the two nations,
Firmly believe that the consolidate the friendly and good diplomatic ties and mutual cooperation in all fields between the two countries is in conformity with the fundamental intrests of the peoples of the two countries and conducive to the maintenance of peace, security and stability in Artania and all Terra,
With the hope of promoting and establishing a just and fair cooperation based on universaly recognized priciples and norms of international laws,
Determined to develop friendship between the people of the two countries from generation to generation,
Have reached agreement as follows:

Article 1:
Contracting parties shall shape their mutual relations in the spirit of friendship and respectn and friendly co-operation and shall maintain a dialogue in all the areas of mutual intests.

Article 2:
The contracting parties, in their mutual relations as well in their relations with other countries, shall respect the generally accepted principles and norms of international law.

Article 3:
§1. The Contracting parties, in accordnance with the priciples and norms if international law, confirm, that they shall respect the inviolability of their common state border and each other's territorial integrity. They confirm that they havo no territorial claims on each other and will not raise any such claims in the future.
§2. The Contracting Parties declare that, in their mutual relations, they shall refrain fro the use of fore or threat of use of force against the territorial integrity or political independence, or from acts of support for any such actions against the other Party that would be contrary to the International Law. They shall settle any disputes arising between them exclusively by peacfull means.

Article 4:
§1. The contracting parties shall, with a view to implement this Treaty, establish an appropriate frame for co-operation in every field og their mutual intrests.
§2. The contracting parties attach special significance to co-operation and the development of relations between their legislative and executive bodies.
§3. The contracting parties shall hold regular consultations at various levels with the view of further development an deepening of their bilateral relations and of mutual acquaintance with their positions on international issues.
§4. Co-operation among other sectors of administration, including regular meetinf of their leaders, shall be governed by agreements concluded between the sectors concerned.

Article 5:
§1. The contracting parties shall, in the framework of developing their bilateral relations, promote advantageous co-operation in the field of economy, particularly in industry, agriculture, trade, transport and expedition, telecommunications and services.
§2. The contracting parties shall create conditions for developing various terms of economic co-operation at regional and local levels, including co-operation between legal entities and natural persons.
§3. The contracting parties shall attach importance to co-operation between higher-level self-governing units, town and villages, in conformity with their competence and with the principle of subsidiarity.

Article 6:
§1. Each contracting parties shall endavour to preserve the historical and cultural monuments and the memorial sites of the other contracting party located within its territority.
§2. The contracting parties shall proceed to exchange of cultural values and archive aterials on the basis of agreements between the ministries concerned.

Article 7:
The present treaty is concluded for a period of 25 years. Its calidity shall be extended always for another five-year period, unless one of the contracting parties denounces it.
