Compagni e compagne, mentre proponiamo questo cambio alla legge il terzo anno dalla nostra vittoria alle elezioni ha inizio. Formare e gestire questi mesi al governo, lo ammettiamo, non è stato semplice: l'ampio polo fra le varie forze della sinistra si è mostrato variegato nelle posizioni, è stato difficile giungere ad accordi sulle diverse materie. Il popolo Istaliano ha potuto verificare il cambio di marcia rispetto al governo delle destre, ma ne siamo consapevoli, possiamo fare molto di più; quest'insieme di dieci norme, dieci importanti cambiamenti per l'ordinamento del nostro paese, vuole essere una prova di fiducia verso tutto il popolo, comunista, socialista, o addirittura a noi avverso, perché non siamo saliti al governo per favorire una parte piuttosto che l'altra, ma per condurre tutto il paese verso la gloriosa alba del socialismo. Di comune accordo con l'ala più moderata del governo rappresentata dal Partito Socialista Democratico d'Italia, siamo arrivati alla formulazione di queste dieci proposte, in parte ereditate dalla 'Controriforma socialista' e in altra parte aggiunte per dare una direzione smaccatamente socialista al nostro paese, al nostro ordinamento, al nostro orizzonte e alla nostra economia.
