The winning party in one of the 5 regions elects a mayor for that region of their party. Mayors are titled- Mayor

Their mayor is then guaranteed inclusion in the cabinet. So 5 of cabinet positions are predetermined based on which party wins each region. The President can decide the cabinet positions the mayor gets, but they must at least get one. Other cabinet seats still appointed by the President.

For example:

Say the DCP won the Presidential election.

Say The Progressive Party won Lindar Valley- they inform the DCP of the mayor they wish to appoint and potentially preferred cabinet position.

The DCP choose their cabinet including the Progressibe Party mayor of Lindar Valley and the other 4 mayors, plus his other appointments. He doesn't have to give the Mayor their preferred cabinet position.

This will be good as it will encourage cross Party communications and better negotiations and add value to winning individual regions.

MessageMadam President,

Firstly, I also believe this could work and would also suggest the name state governor would be more appropriate.

Secondly, as this is an amendment to our constituiton - namely article 7.3(a) "the President's exclusive right to propose a list of cabinet members to assist him", I believe this would require 2/3s of members of Congress to vote yes for it to pass. That is currently 418 of the 626 seats.

MessageI thank Mr Black and the SPoB for their input and I support the name state 'governor' as a more appropriate option.

Please note that in the above system all of the "mayor/s" are then changed to "governor/s".

Is there a piece of legislature that can adjust the amendment which I can propose in a separate bull?

I think the simplest thing to do, so it is completely clear, is to re-propose this bill as "RP: Governor System Reform bill" or such like, making it clear in the description that it proposes a constitutional amendment and needs 2/3rds of the house to to pass.

If you then get the magic 418 seats then it will pass into constitutional law unless challenged in the supreme court by a party (OOC or moderation says it is unenforceable). It would then be up to each president to refer to it when proposing a new cabinet after an election.
