This bill changes our international aid policy as follows:

It removes the requirement tying aid to trading rights. And aid is only offered as part of a disaster relief package.

Holding another nation at gunpoint to trade with us is not good for our international image, and is not a morally good thing to do.

MessageWe can not currently afford to give a high level of aid, due to the plundering of the treasury and the gutting of our tax initiative by "certain parties" during the last government.

Why offer disaster relief at all? One, because it is the moral thing to do. Two, because we really don't need refugees attempting to cross our borders illegally desperate for aid. Three, because should a disaster hit our fair Empire (God forbid!), we would want other nations to render aid unto us!
