MessageOOC: If a government set the salaries of the ministers in its country to poverty level in order to discourage religion and started to replace those religious heads which were too "conservative" in their teachings, would you call that government religious or secular? I'm not entirely sure, but I've heard others say its a secular option and that's been my assumption. I usually just avoid including those proposals in my bills altogether.
