| The Government propose to adjust the government's spending budget to better address the economic and social situation of the Repubblica Istaliana (Istalia). Minister of Finance Pier Luigi Padovese: "The Government wants to present to the parliament a new Naval Program to be implement at least in the next 10 years. A Naval program which will cost overall 25 billions of LIS (construction, definitive investment in the defense industrial capacoty, purchaise of armement and technological equipment, testing expensses, trying for the military personnel, etc...). This Program, launched to graant the most effective capacity to our Navy, will provide the construction of: - 1 Aircraft Carrier "Enrico Bergson class" (https://en.wikipedia.org/wiki/French_aircraft_carrier_PA2). - 1 destroyer "Orizzonti Class" (https://en.wikipedia.org/wiki/Orizzonte-class_frigate). - 2 LHD (LHD https://it.wikipedia.org/wiki/Landing_Helicopter_Dock - possibile nome "classe Triesta" http://eco.rid.it/forum/showthread.php?tid=372&page=211). - 4 Multipurpose frigate "Intrepido Class" (https://en.wikipedia.org/wiki/FREMM_multipurpose_frigate). - 4 Multirole Offshore Patrol Vessles "Squalo class" (http://www.occar.int/327) The Government with this program will be able to give to Istalia a Navy ready to work anywhere and with projection capabilities throughout Terra. An instrument which, given the current role of Istalia, will be foundamental for the prestige and the capabilities of Istalia on the International arena. The great expenses of 15 bilions par years of the past legislatures was necessary to: - invest in an industrial development program to enhance the definse indistry sector, foundamental to allow the necessary improvement of the industrial capacity to satisfy either the international and defensive policies of Istalia. - create a series of investment program and funds financial encouragement programs for the private sector, which become important external contractor of the national defense. - start a bilateral special collaboration with the Leonardi Industrial Group to improve the Leonardi-Cantieri Istaliani per la Difesa S.p.A, the Leonardi definsive branch of the shipbuildin activity of the group, whose the State control the majority shares. - Funds the construction project of the Enrico Bergson. Respect the proposed budget of the 4125, thanks to the remarcable order from Hawu Mumenhes, fully paid in advance http://classic.particracy.net/viewbill.php?billid=493646, this budget wees a lowering of the needs of the defense ministery allow to create an important surpluss of which the government invite all the political forces to propose program and project. Again, the order of Hawu Mumenhes graant to us with a such financial couverture to start the construction of more vessels at the same time, allow to forecast the forniture of all the units within the next 10 years. Furthermore, the interest of all the Eiseindu Empire for 3 other NMU Carriers and the interest of Kalistan for 2 Orizzonti destroyers could be an opportunity to expande with little or no increase for the defence budget to expand the New Naval Program. The expected total revenu from the contract with Hawu Mumenhes, Cobura and the Empire infact will amount to 16.500.000.000 LIS in six years. Obviously, this amount have to be shared with the Leonardi and other private contractor but these orders could give us the possibility to bring the defence budget to 30 billion and we will be able to improve the New Naval Program. In fact as well as have income from the sales, we can have advantage from the large number of units from the reducing of the unitary cost. In 15/20 years Istalia could complete the New Naval Program (the time depend from the cases). Here some forecast of the enhancement of the New Naval Program based on the diverse casualities. Sales of 4 NMU to all the Eiseindu Empire (the diplomatic contact indicate high possibility to achieve this maxi order): 1 NMU Aircraft Carrier 1 Orizzonti Class destroyer 5 Intrepido Class frigates 2 Triest Class LHDs 6 Squalo Class Multipurpose Offshore Patrol vessels If also only Solentia reach to convince the Parliament to vote the budget bill we can consider this scheme: 1 NMU Aircraft Carrier 2 Orizzonti Class destroyer 5 Intrepido Class frigate 2 Triest Class LHD 6 Squalo Class Multipurpose Offshore Patrol vessels If also only Kalistan reach to convince the Parliament to vote the budget bill we can consider this scheme: 1 NMU Aircraft Carrier 1 Orizzonti Class destroyer 5 Intrepido Class frigate 2 Triest Class LHD 8 Squalo Class Multipurpose Offshore Patrol vessels If both Solentia and Kalistan present their orders (All the Eiseindu Empire + Kalistan + Solentia): 1 NMU Aircraft Carrier 2 Orizzonti Class destroyer 5 Intrepido Class frigate 2 Triest Class LHD 10 Squalo Class Multipurpose Offshore Patrol vessels After this period, the budget of the defense will be decrease to 22.5 billions par years, 2.5 billions more the budget precedent the reform of febraury 4121 (http://classic.particracy.net/viewbill.php?billid=492000) which will allow to the Defence to mantain the new fleet." |
