PRESIDENT
The President of the Republic is the Head of State of the Trigunian Republic. He/she is the chief elective representative of Trigunia. The President has the power to introduce Presidential Decrees, which have to be approved by the People's Assembly. Presidential Decrees act as any normal piece of legislation, except that they can create new political bodies and declare war (which normal pieces of legislation cannot). The President may only serve 2 four year terms.
COMMITTEE OF MINISTERS
The Committee of Ministers is the executive body of the Trigunian Republic. It consists of the following:
- Chairman of the Committee of Ministers
- Minister of Foreign Affairs
- Minister of Internal Affairs
- Minister of Finance
- Minister of Justice
- Minister of War
- Minister of Ways of Communication and State Property
- Minister of Healthcare and Welfare Services
- Minister of Public Enlightenment and Culture
- Minister of Scientific Advancement
- Minister of Agriculture
- Minister of the Environment and Tourist Affairs
- Minister of Trade and Industry
All the Ministers oversee over their Ministries and ensure passed legislation are carried out by their Ministries. They are appointed by the Chairman of the Committee of Ministers. The Chairman of the Committee of Ministers chairs the Committee of Ministers. He/she is elected by the People's Assembly. The Chairman of the Committee of Ministers has the power to introduce Governmental Decrees, which have to be approved by the People's Assembly. Governmental Decrees act as any normal piece of legislation, except that they are introduced on behalf of the government (Committee of Ministers).
COUNCIL OF MINISTERS
The Council of Ministers is the consultative body of the Trigunian Republic. It consists of the President, the Chairman of the Committee of Ministers, the Ministers, the Directors of Departments, the General-Procurator of the Governing Senate, the Ober-Procurator of the Most Holy Synod and other appointed officials. The Council of Ministers is co-chaired by the President and the Chairman of the Committee of Ministers. This body does not have any real power, but advises the President and the Chairman of the Committee of Ministers.
PEOPLE'S ASSEMBLY
The People's Assembly is the legislature of the Trigunian Republic. It consists of the State Council and the State Duma, both of which consist of 300 members (600 in total). The two chambers have equal powers. They propose and vote on pieces of legislation and approve Decrees, which require a parliamentary majority (1/2) of votes, and propose and vote on constitutional amendments, which require a constitutional majority (2/3) of votes. The State Duma is elected by proportional representation and the State Council by a regional d'Hondt system. The speaker of the State Duma is the President of the State Duma and the speaker of the State Council is the Chairman of the State Council. Both of these posts are elected by the members of their corresponding house every time a new Imperial Assembly is summoned. Both chambers have a Commission of Internal Affairs, a Commission of Foreign Affairs, a Commission of Finance, a Commission of Justice, a Commission of War, a Commission of Ways of Communication, a Commission of State Property, a Commission of Healthcare, a Commission of Welfare Services, a Commission of Public Enlightenment, a Commission of Culture, a Commission of Scientific Advancement, a Commission of Agriculture, a Commission of the Environment, a Commission of Tourist Affairs and a Commission of Trade and Industry. They shall be formed by members of the corresponding house who are experts in the corresponding area of politics. They shall have the power to introduce bills regarding their area of politics into their chamber. Each member also has the power to introduce bills.
GOVERNING SENATE
The Governing Senate is the supreme court of the Trigunian Republic. It shall be led by General-Procurator, who is elected by the members of the Senate. The Senate shall consist of 10 members, of which half of is appointed by the Minister of Justice, and the other half is elected by the legislatures of each Federal Subject. The Senate shall ensure that any bills that are passed do not contradict the Constitution. If the bill does contradict the Constitution, then the Senate shall have the power to veto it. The accused or his/her relatives can appeal to the Senate to review the sentence made by the local court. Also, if the local court issues the death sentence, the Senate will have to approve it before the sentence can be carried out.
MOST HOLY SYNOD
The Most Holy Synod is the body which represents the Trigunian strand of the Terran Patriarchal Church. It is led by the Ober-Procurator, who is elected by the members of the Synod. Usually, the Synod elects the Patriarch as the Ober-Procurator, however this is not always the case. The Most Holy Synod consists of the Patriarch, the Metropolitan Bishops and the Archbishops. It shall only have power over Terran Patriarchal Church institutions in Trigunia.
CONGRESS OF TRADE UNION AND WORKERS' REPRESENTATIVES
This organ shall represent the views of the trade unions and workers. Each workers' council would send one representative, and each trade union would do the same. It shall advise the government to ensure that the decisions they carry out are supported by the workers and trade unions, to ensure there is popular support in the county for the government's reform.
GOVERNORATES
The three Governorates are each co-administered by the Governor-General and Provincial Head. The Governor-General is appointed by the President, while the Provincial Head is elected by the citizens of the Governorate. The legislature of each Governorate is called the Provincial Assembly, which is elected by the citizens of the Governorate, and the executive body is called the Provincial Board, which is led and appointed by the Provincial Head. Each Governorate is split into Uezds, which are administered by Uezd Heads. Uezd Heads are elected by the citizens of the Uezd. The legislature of each Uezd is called the Uezd Assembly, which is elected by the citizens of the Uezd, and the executive body is called the Uezd Board, which is led and appointed by the Uezd Head. Each city is co-administered by a City Head and a Policemeister (Ober-policemeister in the Governorate town, Petrograd, Aleksandrovsk or Vladimirsk). The City Head is elected by the citizens of the city while the Policemiester (or Ober-policemeister) is appointed by the Governor-General. The legislature of each city is called the City Duma, which is elected by the citizens of the City, and the executive body is called the City Board, which is led and appointed by the City Head.
REPUBLIC OF KOZAKIA
Because of the large Kozak population in the Republic of Kozakia, they are granted political, cultural and ecomomic independence. The Head of State of the Republic of Kozakia is the President of Kozakia. The legislature of the Republic of Kozakia is the Supreme Council which consists of the Rada, which is the upper chamber, and of the Duma, which is the lower chamber. The executive body is the Cabinet of Ministers which is led and appointed by the Head of Government, the Prime Minister. The Prime Minister is appointed by the President and the Supreme Council is elected. The Duma is elected by proportional representation, while the Rada is elected by a regional d'Hondt system. The Hetmanate is split into Voevodeships, each administered by a Voevode. The Voevode is elected by the citizens of the Voevode. The legislature of each Voevodeship is the Veche, which is elected by the citizens of the Voevodeship, and the executive body of each Voevodeship is the Council, which is led and appointed by the Voevode.
REPUBLIC OF THE TIRGITH HULSTRIANS
Because of the large Hulstrian population in the Republic of the Tirgith Hulstrians, they are granted political, cultural and ecomomic independence. The Head of State of the Republic of the Tirgith Hulstrians is the Republikspräsident. The legislature of the Kaiserreich of the Tirgith Hulstrians is the Republiksparlament which consists of the Republiksrat, which is the upper chamber, and the Republikstag, which is the lower chamber. The executive body of the Republic of the Tirgith Hulstrians is the Republikskanzlei which is led and appointed by the Repulikskanzler, who is appointed by the Republikspräsident. The Republikstag is elected by proportional representation and the Republiksrat is elected by a regional d'Hondt system. The Republic of the Tirgith Hulstrians is split into Lands, each administered by a Landskanzler, who is elected by the citizens of the Land. The legislature of each Land is the Landstag which is elected by the citizens of the Land. The executive organ is the Landskanzlei, which is led and appointed by the Landskanzler.

MessageMy idea is to use the old framework as a skeleton and get rid of a few violation of game mechanics and change it around slightly. The thing that seems to be the trouble is the veto. Maybe we can work out a system that does not violate any mechanics but allows vetoing at the same time e.g. instead of having the legislature RPed in a standard way, due to it being bicameral, we can have the proportionally elected Duma, be separate from the actually game mechanic legislature, so we can represent its voting procedure as saying yes or no as our party in the debate section while it is in the debate phase, and having the person who RPs the Prime Minister/Emperor veto it while it is in the debate phase and request for the creator of the bill or moderation to delete the bill, therefore allowing vetoes without violating the game mechanics. What do you think?

MessageI think that would be a good idea, but in addition to the veto their should be an override. For example, to borrow from real life, if 2/3 of the legislature is voting in favor, then the veto is overridden, just to add balance so that the person who RPs the Emperor/ Prime Minister will not have absolute power over these things and veto every bill they dislike or think they'll lose on.
