| The National Surplus Accountancy Act provides a mainline from the Treasury of the Republic to the Senate. BASIC FUNCTION: a. A constant status of the national Treasury's holdings [OOC: A bill that remains in debate and is edited as needed] including cash and any assets under government ownership. b. Once a year the budget will be updated to account for any SURPLUS or LOSS to the Treasury. NOTE: If no surplus is accounted for that year, money is considered LOST. c. The Party occupying the Finance has top priority and authority in managing the Treasury. If the Finance Minister is not performing this function, that responsibility may be taken up by one Party TREASURY DEPOSITS & WITHDRAWALS a. Treasury deposits and withdrawals for various reasons may be conducted by proposing a Treasury bill. b. Any bill receiving more than half the legislature can propose to add money to the Treasury or appropriate it for programs. c. If a bill passes withdrawing from or depositing money into the Treasury, it is the responsibility of the Party proposing the bill to make changes or the Finance Minister. |
