Description[?]:

The Parties which want endorse a common candidate to the Presidency of the Republic shall join in coalition and announce it at least one year before the election.

Starting from seven (7) months before the elections the parties shall begin the electoral campaign: the parties' coalitions shall present a common program and the common candidate to the Presidency (OOC: the parties of a coalition, decided the common program, shall present an extensive bill, no more, with the changement that they want apply in the successive legislature if they will win the election. The members of the coalition shall divide equally the proposals to present as coalition). Budget bills or treaty ratification are not allowed to be presented during the electoral campaign.

The Presidente della Repubblica shall appoint a Government expression of the coalition that has won the election, that is the one which gained the majority of the seats into the Camera dei Deputati.
If no coalitions gained the majority into the Camera dei Deputati, the Presidente della Repubblica shall find a way to form a president-led minority Government which could be externally supported by other parties.
If this is not possible in anyway, the Presidente della Repubblica shall call early election.
The parties are obbliged to support a president-led minority Government in case of war, in case of national emergency, in case there are less than six months to the natural conclusion of the legislature, if the Presidente della Repubblica has announced early resignation, if it's not possible identify a clear majority in parliament for three elections in a row.(OOC: so as to not block the game and leave the country for too long without a Government).

If the coalition that support the Presidente della Repubblica has gained the majority into the Camera dei Deputati, the Presidente della Repubblica, presenting a Government expression of his coalition, will lead the Government acting as HoS and HoG, with the Presidente del Consiglio dei Ministry which will act as a right hand, a coordinator of the Ministers and of the Council.
If the majority coalition in the Camera dei Deputati is not the one that supported the winner of the Presidential election, the Presidente della Repubblica shall present a cabinet expression of this majority and he will act for the rest of the legislature as a HoS while the HoG will be really the Presidente del Consiglio dei Ministri.

The members of the coalition which supports the Government are free to propose P.d.l. and there are no obligation for the other members to support it (provided that this does not go against internal agreements between members of the coalition). The D.d.l. instead are expression of the common program of the Government coalition and if one or more members do not support this kind of bills, this will involve the start of a government crisis in front of which the Presidente della Repubblica shall either present a new cabinet or, in the impossibility of the latter option, call early elections (OOC: This provision shall not be applied in the event of an abstention by a member or members of the Government coalition that frustrates the pass of a D.d.l. occurs for lack of time to log in by the player/s, but the player/s must announce it publicly).

The previous provisons are not valid in case of early election called due the impossibility to recognize a majority able to support a Government because the Presidente della Repubblica must call it as soon as possible.
For the other cases of early elections the parties have six (6) months to announce the coalitions and to present a program, in this case also only one party of a coalition can present all the program.

MessageOOC: Very long and complicated, but I will vote in favor. That being said, on a serious note, I think we should soon put a brake on all of the RP and electoral laws -- there are soo many laws to take into account that it will be very difficult to break some of them unless one actually reads through every single resolution (there are currently roughly 20 bills for debate, most of which are full of roleplay rules).

Like I said, I will absolutely support this, but we should soon let roleplay play out naturally, rather than enforce it through obligations and RP laws.

Also, on a sidenote: perhaps it's time to clear out some of the "bills for debate". To make it more clean and easier to find relevant rules. Some of them, such as the one titled "Geography of Istalia" should really be moved into the Wiki, and deleted from the resolutions list. Others, that I think should be cleared, include:

If we reach agreement about which can be removed, we can ask Moderation to clear some out. An alternative would be to put them to a vote, and simply create a single resolution, that contains links to them.

MessageOOC: the RP crisis is about to finish and soon I'll have launched the vote. I thought to create a single bill: "OOC: RPs which involved Istalia".
About the Wikia, if you have the time for me is ok. Me, with also the forum RP, the news on the CORRIERE, etc... I have no too time and wikia rest a little bit complicate to me :P
I leave a bill in debate to update the RP because in this way I can update the description of the bill to not add messages and messages.
And about the Global RPs they do not create problem for the internal gameplay.
(Another think: the mods soon will make some changements in the option of the laws to invite to integrate a little also the forum gameplay.

About the Global RP, I would like precisate that I always take care to present a bill to the Nation to allow to the players to decide if take part or not to the presented RP.

MessageOOC: "coalitum" came directly from the latin. the latin word for "coalition". Because the nicknames of the italian electoral bill are a "latinization" of the name.

MessageOOC: I have to point out that some of the provisions set out in that bill are not enforceable under the Game Rules, because they contradict game mechanics in an unauthorised way. I recommend reading the Game Rules, particular sections 21 and 22, which deal with this area.

A RP law cannot, for example, compel a party to support a legislative bill, support a Cabinet bill or support an early election motion. You can agree on informal conventions amongst players/parties in Istalia, but they are not binding in terms of the Game Rules.
