Mr. Speaker, We live in a democratic country with democraticly elected authorities and Jus legationis as our attribute. I assume that not everybody in this chamber may be the expert on diplomatic relations and foreign policy but I assure you that the issue of this bill is a pure reflection of the diplomatic customary law. The time has come to finally put Dorvik foreign relations to the proper track and star treating diplomatic officials as official representatives of a foreign country. Diplomatic official appointed by the Foreign office is an official representatvie of a foreign state and especially the person of an Ambassador is a prolongation of the Head of State of a foreign country and it is required to treat him or her as one. According to customary law a persom of ambassador should not be a subject to national criminal investigation or should not be a sentenced by the judicary system of the reciving country. The only valid option is to adjudge him as a 'persona non grata' and withdraw his or her "Agrément" and expell him to his home country where he or she would be a subject to an investigation and potential punishment. Old value:: The government grants no diplomatic immunity and foreign diplomats are subject to arrest and prosecution and civil action under all laws of the host nation.
Current: Diplomats are exempt from prosecution for criminal acts but not from civil lawsuits, but may still be expelled because of criminal acts.
