Mr Speaker,

I propose the following protocol for the conduct of senators in order to facilitate orderly legislation in our great nation.

~ Senatorial Protocol ~

Bill title and description:

1a. Give the bill a name that tells what it is about, and add the year that the bill was written.

1b. Use the bill description to elaborate on the articles or add entirely new articles.
OOC: Anything written in the description is as binding as the actual in-game articles.

1c. Begin the bill desription by addressing the Speaker of the legislature and end it by signing with the name(s) and position(s) of the bill author(s) (e.g. senators, ministers, heads of state).

1d. Bills may deviate from the above rules if there is a specific RP reason to do so.

OOC: 1e. The bill description must be in English. The bill title may be in English, Romanian or Italian.

Debate phase:

2a. After proposing a bill, let it be in the debate phase for at least 6 months (OOC: 24 hours IRL)

2b. After amending a bill, leave it in the debate phase for at least 3 more months (OOC: 12 hours IRL)

2c. If and when all parties that hold seats in the legislature have voiced their opinion on the bill and none of them have any suggestions for amendment, the bill may be moved to the voting phase immediately.

2d. These rules do not apply to calls for early elections or emergency decisions.

OOC: 2e. A bill that has been in the debate phase for more than 12 months (48 hours) since its last amendment can be deleted or forcibly moved to a vote by the moderators if a player petitions them to do so.

Debate Etiquette:

3a. Begin every comment in the debate by addressing the Speaker of the legislature and end it by signing with your name and position.

3b. Do not insult God or the Monarch, or curse or slander your fellow senators or ministers.

OOC: These do not apply to purely OOC comments of course.

Amendments:

4a. Amendments must be clearly advertized and followed by additional debate time as previously stated.

4b. An amendment is defined as any addition, removal or change of one or more articles of the bill.

4c. This does not apply to minor changes such as spelling or grammar corrections, or changing the wording without changing the meaning.
