Bill: Death Penalty Grand Reform Act 4138
Details
Submitted by[?]: Fortschrittsvereinigung
Status[?]: passed
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: February 4139
Description[?]:
As we have argued plenty of times in the State Council, although we agree with there being a death penalty, it is used far too often and there is a danger of its overuse. We believe it should only be applied in rare circumstances which are heinous and beyond any doubt whatsoever. We now propose our death penalty reform, it is something at the forefront of our manifesto and now has strong enough support to pass. |

Message | Mr. Speaker, Dear members of the State Council, throughout the entire last 6 years, the death penalty was adjudged astonishing.......... 8 times, 8. But unfortunately the exaggeration of continues. There is no real evidence, no fact that the death penalty is being overused. False information, not backed by any number and proven fact that "it is being used too often" is just an outrage. The false accusations are not acceptable. I want to ask the author of this proposal... Isn't a multiple murder or worse... multipl rape and murder a heinous circumstance.. because this is a circumstance which will force us to upkeep the individual who commit such a murder for the rest of his or her life and the only punishment he or she will face is at best a life incarceration. I leave you with that and hope that the majority of State Council Memebrs will vote aggainst this irrational bill. Heike Brandt, Former Attorney General. |

Message | Mr Brandt, We believe multiple rape and murder in some cases does indeed warrant the penalty. However the policy of capital crimes, we think is too liberal a use. That would indeed be classified as viable for coverage in the death penalty. Application to capital crimes we think warrants its use too often, it should be used rarely for only the most heinous of crimes if we think a lifetime of incarceration is not a sufficient sentence. Message | Mrs. Frenz, The policy of capital crimes I assure you is not "too liberal a use". We decide whether to take one's life or not. In 4136 the last year of my term as Attorney General, I applied for the use of death penalty only once. It was a case of multiple murder and rape when ex-convict decided to break into an appartament in Haldor killed 8 years old girl and both of her parents raping her mother before that. This act was classified as a first degree murder and I applied for the death penalty by leathal injection. What you are proposing Mrs. Frenz will create a total deadblock for the judge and will force them to adjudge the lifetime incarceration as it was not a crime against the mankind and the proposed law does not include murder. Heike Brandt, Former Attorney General. |

Message | Mr. Speaker, this is an outrage, for the first time in history we have State Chancellor who is a puppet. Where did that change of heart came from so sudden? Aaron Posse, Former Staatskanzler der Dorvisch Republik. |
